Accessing KM document

Question

I want to have a basic HTML page as my welcome page for my portal application.  I have seen this done one way in which the HTML file was saved in a KM folder and then that path was created in the description field in the caf database and the value was pulled within the wdDoInit() to use as a path.  So for example, the following would be the following 2 lines:
String my_home = ConstantsServiceProxy.findByModuleType("MY_HOME").getAspectRow(0).getAttributeAsString("description");
wdContext.currentContextElement().setHomeUrl(my_home);
This would be an example of the value it would pull:
https://myserver.com:50001/irj/go/km/docs/documents/myddocs/myfolder/home.html
I don't want to have to rely on the caf just for this, is there any standard way to find this document without looking up the description in the database, not sure if hard-coding was a good idea.
Any help would be great on this since I am a newbie within the SAP world.

here is a small piece of java code which shows how to get the content of an document in KM:
