    The reset link will only show if you have a rescue email address on your account (an alternate email address is different). If you don't have one (you won't be able to add one until you can answer your questions) then you will have to contact Support in your country to get the questions reset.
    How are you trying to contact Support ? You should be able to do so via the following :

    When they've been reset you can then add a rescue email address for potential future use : Manage your Apple ID primary, rescue, alternate, and notification email addresses

    That is impossible for us to answer, since you did not say where you are trying to buy music.
    If one online music download store is not working for you, try a different one.  Here are some suggestions:

    It isn't possible to create a rescue email address without correctly answering two of the questions. Nobody on these boards can reset them for you.

    Please help, I am able to buy apps and music for myself with no issues. I am unable to gift music at all. I have tried three working credit cards all declined repeatedly for gifting but working just fine for buying for myself. I have $30 in apple gift card credit also refused.

    This is a common (and very frustrating) issue - you need to contact Customer Support and get them to make an adjustment to your account so that you can purchase gifts.
    Of course, it still might not work - they adjusted my account last week and I don't get the credit card declined error anymore, but instead it just says "The iTunes store could not process your request, please try again later."

    You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.
    They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

      1. Go to: Apple Express Lane;
      2. Under Product Categories choose iTunes;
      3. Then choose iTunes Store;

    Another user had success doing the following:
    I got some help from an apple assistant on the phone. It is kind of round about way to get in.
    Here is what he said to do and it is working for me...
      a. on the device that is asking you for the security questions go to "settings", > "store" >
          tap the Apple ID and choose view"Apple ID" and sign in.
      b. Tap on payment information and add a credit/debit card of your preference then select
          "done", in the upper right corner
      c. sign out and back into iTunes on the device by going to "settings"> "store" > tap the
          Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you
          should be asked to verify your security code for the credit /debit card and NOT the
          security questions.
      d. At this time you can remove the card by going back in to edit the payment info and
          selecting "none" as the card type then saving the changes by selecting "done". You
          should now be able to use your iTunes store credit without answering the security
          questions.
    It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

    The usual reasons for an Apple ID getting disabled are either unauthorized activity or violations of the Terms & Conditions. 
    Submit your request to iTunes Customer Service and if appropriate, they will re-enable it.

    If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
    If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.
