Photo Stream is a photo sync service between your computers and devices. That's not designed as a storage service, because photos uploaded to Photo Stream are deleted 30 days after adding them to it. I have deleted hundreds of pictures, I've deleted apps, deleted emails and texts, and I've turned off and deleted backups of apps on icloud and it is still telling me that there is not enough icloud storage available for my phone to be backed up. In addition to what's mentioned in the article, if you have lots of photos and videos attached to your text messages, these are all included in your iCloud backup and deleting them can sometimes significantly reduce the size of your backup.
If worse comes to worse, back up your phone to your computer rather than iCloud. To do this, connect it to your computer, open iTunes and go to File>Devices>Back Up and to File>Devices>Transfer Purchases. This can be used to restore your data when you get your phone back. (In fact, it's faster because you don't have to download the data from iCloud.) -
If I back up my photo stream to the Icloud, can I delete the photos from my device? How?
No. iCloud doesn't back up photo stream photos; it streams them to your other devices. If you delete a photo stream photo from your phone it will be deleted from iCloud and all other devices/computers sharing your photo stream.
You can't really use iCloud to store your photos so you can free up space on your phone. If you want to free up space, you'll need to import your camera roll photos to your computer and delete them from your phone as explained here: http://support.apple.com/kb/HT4083. If you have photo stream photos that are not in your camera roll, save them to your camera roll so they can be imported too. -

You can backup your camera roll but you can only restore the entire roll to the device.

I am trying to upload photos from my Windows 7 desktop, and was told to go to the iCloud control panel and drag the photos into the
upload to photo stream icon. I have downloaded the contol panel several times and cannot find the icon to get this done. HELPIf you're trying to add photos to photo stream on your PC, you drag them to your photo stream uploads folder (normally My Pictures\Photo Stream\Uploads).

The photos in My Photos do not count toward your iCloud storage:

If you would still like to delete the photos from My Photo Stream, use the steps below. I understand you are not seeing the trash can icon. You may need to tap on the picture one more time to see it, or you can delete multiple pictures by tapping Select when viewing the My Photo Stream album:
On an iOS 7 device
In the Photos app, tap Albums, then tap My Photo Stream.
Do either of the following:
Tap a photo.
Tap Select, then tap one or more photos.
Tap , then tap Delete Photo or Delete x Photos.

If you are still not seeing the option, I recommend restarting your iPhone and trying again, and then trying a reset if the issue persists.
How to restart
Press and hold the Sleep/Wake button on the top of your device until the red slider appears. Then drag the slider to turn your device completely off.
After the device turns off, press and hold the Sleep/Wake button again until you see the Apple logo.
How to reset
To reset, press and hold both the Sleep/Wake and Home buttons for at least 10 seconds, until you see the Apple logo.

If I reset photo stream will the photos in my camera roll be deleted as well or will they stay in the camera roll and just be removed from the photo stream?
Welcome to the Apple community.
When you reset photo stream from the iCloud.com website, the photos will remain on your various devices, unless you also disable photo stream synchronisation and then turn it back on again. -
I am putting together a slide show using iphoto and I wanted to add a description on each slide/photo. How can I do that? Also on the choice of music for the silde show, if the slide show is longer than one song can you chose a different song for background music?

I have iCloud set up fine on Windows 8 and it pulls shared photo streaming great, The problem is that in My Photo Stream folder the photos doesn't charge automatically and is empty, how can I do?

Not if you enable photo stream on your computer at a later date. Photo stream photos only remain in iCloud for 30 days, even though your last 1000 photos remain on your iOS devices until deleted. This means that when you enable photo stream on your computer (or any other device) you only receive photo stream photos from the last 30 days, even though you may have older photos on your phone.

You won't find photo stream photos on icloud.com if that's where you're looking. They only appear on devices signed into your iCloud account with photo stream enabled.
If you want to delete photo stream photos, you delete them from one of your devices. However, photo stream photos do not count against your iCloud storage so deleting them will not free up additional space in your account.
Also, be sure you don't use iCloud to back up your photos. Photo stream photos are only kept in iCloud for 30 days, although up to 1000 photos will remain on your devices until deleted. To keep your photos, save them all to the camera roll (tap Edit, tap the photos, tap Share, tap Save to Camera Roll), then import them to your computer as explained here: http://support.apple.com/kb/HT4083. -
When you back up your Iphone/Ipad it backs up your camera roll. but when you take pictures and it uses photo stream, does that mean there are two copy's of your photos on icloud one set for photo stream and one set for backups?
What do you mean by storage quota, does that mean i could be photo streaming about 1gb of photos and it does not get taken away from my free 5bg.

Welcome to the Apple Community.
Photostream in the cloud only keeps photos from the last 30 days (subject to a 1,000 photo limit). When photostream syncs the photos to your device they will stay there until deleted, which means you may well have more photos in your photostream album on your device than there are in photostream in the cloud.
The consequence of this is that if you turn photostream off and on again on your device, it will only be populated with photos from the last 30 days, which may not be all the photos that were previously in the photostream album on that device.
