Am trying to download Calibre software for EBook management. Safari says can't download file. Why? How to fix?

I am trying to download E-Book management software (Calibre) on to my IPAD but Safari says download failed as Safari cannot download this file. Why is this.  I would have thought this was a fairly straight forward procedure?

If you are talking about Calibre, there is no iOS version.  There's an OSX version for Mac computers which are not the same as iPads.  Any and all software that can run on the iPad can only be installed from the App Store. 
You cannot download anything thorugh Safari and try to install it, it just doesn't work that way.
Addiionally as has been already been pointed out Calibre installs on your Computer, not the iPad. You manage ebooks on the Computer.

Or, follow this article by Microsoft: How to reset Internet Protocol (TCP/IP) to reset the packet size back to the default for Windows.
    Connect your computer directly to your Internet source, bypassing any routers, hubs, or switches. You may need to restart your computer and modem to get online.

    That message is usually a sign that you tried to roll back to an earlier build of iTunes, but occasionally I've seen it connected to a new upgrade. This technique should fix things.
    Empty/corrupt library after upgrade/crash
    Hopefully it's not been too long since you last upgraded iTunes, in fact if you get an empty/incomplete library immediately after upgrading then with the following steps you shouldn't lose a thing or need to do any further housekeeping. In the Previous iTunes Libraries folder should be a number of dated iTunes Library files. Take the most recent of these and copy it into the iTunes folder. Rename iTunes Library.itl as iTunes Library (Corrupt).itl and then rename the restored file as iTunes Library.itl. Start iTunes. Should all be good, bar any recent additions to or deletions from your library.
    See iTunes Folder Watch for a tool to catch up with any changes since the backup file was created.
    When you get it all working make a backup!

    OK, the only thing that I can suggest at this point is to take the machine to your local Apple Store and have them download and install the latest version of Safari. It's likely something that they'll do for free if you get a nice Genius...
    I don't know what I was thinking about - finely figured out that you MUST have an iOS or other device!
    Sorry we couldn't solve the problem... hopefully, you've a nearby Apple Store? Or an AASP?

(Clearly you don't need to have any real knowledge to get to level 3 on these forums, let's hope apple's geniuses know a lot more than some of their customers.)
