Are iPod Touch applications useable only when online?

I don't have an iPod Touch, but am considering buying one. I feel there is only superficial information in the Apple Store re: these products and would like to know:
1) If one purchases an app, (such as "A Course In Miracles: Workbook for Students") is it downloaded to the Touch and useable at all times, or only available and useable when online?
2) If it is downloaded to the Touch, how do you know how much memory an app uses before you purchase the program?
Is there any place on the apple.com that gives specifics regarding the Touch, not just the overview?

it depends on the app.
forgive me if i'm wrong, but it sounds to me like you don't have an ipod at all, and thus aren't familiar with itunes and the itunes store.
within the itunes store, is the app store, and each app has it's own page, which contains all the details about it - memory required (rarely more than a few mb), description, screenshots, reviews, links to websites and app support.
if an app requires a wifi connection it will usually say so in the description, if not its either obvious or your can use the support links to find out.
i'm not sure what more information you require when you talk about 'specifics' - but you could look at the manual, that'd give you pretty much all the detail there is available: http://manuals.info.apple.com/enUS/iPod_touch_3.1_UserGuide.pdf

        I haven't been using my Ipod for over a month. It wasn't used by anybody at all to be specific. Yesterday, I got it back and tried to use it. First it was charging for about 40 minutes, but after this it turned on and worked correctly. I left it charging a few hours more, and when I came back, unplugged it, Ipod wasn't working. I plugged it back, magic, it's working again. So I left it charging over the night, but when I checked it today's morning it gave the same results. Maybe You've got some solutions i could use.

    You can try resetting it by holding down the home and sleep keys, past the power down, and until you see the silver apple logo. Let it reboot and then let it charge and see if it holds the charge. If it doesn't then your battery may  have died. Afraid that isn't user servicable. You can either take it into an authorized repair place or you can take it to a third party repair shop. Using hte  non-authorized place will void your warranty, but if your warranty is done like you said, then it may be cheaper and doesn't matter as much.

    Connect the iOS device to your computer and restore via iTunes. Place the iOS device in Recovery Mode if necessary to allow the restore.

    Folks on this forum are only users and not employees of Apple. No one here would know if a version of iPhoto for iOS was in the works for presently unsupported devices. I suspect that there will be no iPhoto for those older devices but I have no way to know really.

    Depending upon what country that you are in (music can't be re-downloaded in all countries) then see if you can redownload your past music purchases (those that are still in the store) via the Purchased link under Quick Links on the right-hand side of the iTunes store home page on your computer's iTunes : re-downloading.
    If you are not in a country where music can currently be re-downloaded, then have you not got it on your computer and/or on a backup ?     Click on the Apps Tab on the right.

    Usually the 1303 error is in regards to a corrupted or missing backup of your iPod Touch.  Try removing or moving the backups to another location and then try to restore your iPod once again.
