Can I link a debit card to 2 apple accounts?
IS it possible to do the above?
Debit cards are no longer accepted in the iTunes Store, it seems. The current valid payment methods are listed here:

You can try contacting the iTunes Store and asking if there is any way to use your card, but they probably will tell you that it's not possible.

Using a debit card in any online service where it stores your card is a bad idea in any case since if someone gains access to your account in the service, they can quickly drain your bank account. Credit cards limit your liability, as do prepaid iTunes cards.
You can use a credit card in more than one iTunes Store account, presuming that all the account information matches the billing information for the card.

Having familiarity with the message the OP is receiving, he/she can contact the iTunes Store directly to inquire about why the message is being received, and they may be able to provide some clarification on what is going on. In the meantime, a different card that has one of those logos that is applicable for their country of residence will have to be used.
If the message says something alone the lines of "your credit card was declined," it would be an issue that would have to be resolved by the financial institution instead. -

you can do it by the website, Mac, iTunes and Iphone/Ipad
1. iPhone
settings > iTunes & App Store > Apple ID [email protected] > View Apple ID > type you password > Payment information.
2. Mac
system preferences > iCloud > Account detailes > Mannage Apple ID
But be aware that some of Apple stores require Debit/Credit Card details as collateral -

The charge is temporary. Each time that you add/change card detailsa small temporary store holding charge may be applied to check that the card details are correct and valid and that it's registered to exactly the same name and address as on your iTunes account - your card issuer should remove within a few days or so.

As pre-paid cards aren't registered to an address then they will fail the validation. And you can't use a card issued by another country's bank. -

Why can't I use a debit card to verify apple id?
I am an adult parent with 3 kids and trying to set up family sharing. The process requires that I use a credit card to verify my age, but I don't use credit cards (purposefully) so I entered my bank debit card. It says I can't use a debit card, it must be a credit card. That is ridiculous, a bank card should be better proof than a credit card, and many people I know do not use credit cards purposefully. So it isn't letting me approve and pay for my children's account purchases. There must be a way to do this without needing to use a credit card.

As long as the debit card bears one of the brand marks that Apple accepts, such as MasterCard or VISA, then yes, Apple usually accepts debit cards. -

My mother has purchased an iPad but Apple keeps declining her payment card. On contacting the bank she has been told that Apple have charged £48 but she has been unable to purchase anything through her iPad

For a card to have a chance of being accepted it needs to be registered to exactly the same name and address (including format and spacing etc) as on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. When she contacted her bank they confirmed that they weren't declining the card ? i always remove my credit card number after purchase apps , but i try at this morning it did't allow be to remove it anymore , can someone tell me why ?It happens on Mac App Store & iPhone App store as well.
So clearly the problem is on my Apple ID..
I've changed my credit card details on my Apple ID but it doesn't reflect onto my phone when I login after restarting the phone. Even if i sign out.
When it reaches the part where I would need to verify my phone after entering my password. It just keeps requesting for my password and never shows me anything.
If I click update apps it'll just disable my account. Even on my Mac App store same thing happening.
