Delete is delete, so No you can't, but yes, there are tools available, but the software & hardware required to do so is extremely expensive and thus out of the reach for the average user. Requires training to use properly. There may be services available that provide this functionality, but they are not cheap either and you pay whether they are successful or not.

    Even though iCloud can back up some content it is intended more to keep multiple iOS devices synced up rather than being a place to back up your content. The Camera Roll is included in the iPad's Backup however there is no way to access the back up's content without Restoring the iPad. If you wipe the photos from the iPad's Photo Roll the new back up file created will also have them removed.
    Photo Stream, also a part of iCloud, is also intended to make your latest photos accessible on your other iOS devices such as iPhones, Apple TVs and Mac computers. It will only hold 1000 of the latest photos and is supposed to delete them after 30 days. This can give you the opportunity to view photos for awhile, back the photos up in a more conventional manner on your computer and share them with others. It is not a back up and is more of a temparary place to view them. Photos should be transferred to a computer which also has  a good back up routine to external sources.
    Even though iCloud can hold your iPad Backup file, the back up file does not contain most media files. The iOS backup file is more for quickly getting your devics settings restored if you have an issue with it or want to set up a new device. Your media files must also live else where in a more permanent back up such as on a computer and an external USB drive. For most actions, iCloud pretty much mirrors your iOS devices, delete something from one device it is gone from them all including iCloud.
    If you want to remove photos then store and view them from an online source use services such as DropBox or other online photo services such as Flickr.

    iPhoto is an Application to manage and edit images.
    The images do not reside in iPhoto - just thumbnail links (think "like web pages show images"). The files themselves, and duplicates and thumbnails actually reside in (but do not delete, move or rename any of these files or you'll "confuse" iPhoto) the User/Pictures/iPhoto Library (which is itself actually a container of 21 items 8 of which are folders)
    You should reindex your drive after making massive changes... you may be looking at old (cached) data in the Storage report.
    Open the Spotlight system preferences and then drag your hard drive to the Privacy list, then back off again. This action will clear the index and cause the system to rebuild it from scratch. The second approach is to run the following Terminal command, which will likewise erase the Spotlight index:
    sudo mdutil -E /
    After the index has been erased, you will see the indexing progress bar appear in the Spotlight menu. Reindexing may take a while to complete (sometimes several hours depending on the type and size of the drive's contents), but after it's done, the system information utility should properly report file sizes.

    No, there are no gurantees. The capabilitty exists to retrive deleted data from an iPhone, but like many things in life it is not 100% successful all the time. Be careful, there are a lot of scam artists out there. They take your money & retrive nothing. This guy is one of the best in the business, but he does not work for people in the private sector.     Photos/videos in the Camera Roll are included with the iPhone's backup. If your iPhone's backup was updated since the video was captured and the backup has not been updated again since it was deleted from the iPhone, you can try restoring your iPhone with iTunes from the iPhone's backup. Don't update the backup before doing so.

    Okay, I figured out that Windows has "AutoPlay" settings which can automatically download photos and videos from a newly connected device, such as an iPad Mini.  I think I could open it in Windows Explorer too that way but the auto download solved my problem.

    Try this:
    1. Start from the homescreen of your Iphone/pod (for dummies: where all of your "apps" are).
    2. Look for an app on your homescreen titled "Photos", when you find it - Click it.
    3. When the app opens, go ahead and look towards the bottom of your phonescreen.
         You should see a navigation with three different options;
           "Photos", "Shared" & "Albums"; Why don't you just go ahead and click on "Albums", there we go - Very nice!
    4. On the next screen that appears, it should display your different albums.
         Look for "Recently Deleted", and when you find it - Click on it.
           It should be on that list somewhere (or there's a problem!).
    5. Now you should see a screen displaying all of the recent photos you've deleted.
         The term we know as "recent" to iOS is thirty days (that's 720 hours in people-time!).
           You will have to click to each individual photo, however at the bottom left-hand cornor of every photo take notice of the 'Delete' option.
