Can multiple users access apps purchased from another Apple ID account?

I have several iMacs under my control. I need to find a way to download iLife using one Apple ID, so I can have all users on each machine to also have access to the updated iLife suite.
Is it possible for other users to access an app that was purchased from another Apple ID. If one purchases an app, does the machine allow access to all the users?
(I know those two last sentences are redundant, but I want to make sure everyone understands problem).
I've read countless articles on this, and can't seem to catch a break from the problem.

If this is in a school of some type or a corporate learning center with multipple Mac computers you should contact Apple directly and ask them for help in getting a version that can be installed on multiple Mac with out have to down the updates to each computer individually.

    All apps are tied forever to the Apple ID used to obtain them, that is also true with In-App purchases.
    Content bought using one Apple ID cannot be merged or transferred to another Apple ID.

    The procedure you describe is putting content from two different IDs into a single library, which can readily be done.
    However, each item of purchased content will still be tied to the ID from which it was originally purchased, and they will be treated separately for purposes of Cloud, Match, Purchase History, etc.

    They chapters are mp3 files. Changing the genre to "audiobook" or "audiobooks" does help.
    I am sure this question will come up a lot, since the book in question is "Harry Potter and the Deathly Hallows," purchased from Pottermore.com.

    The one thing I would add to the instructions above is that the "Media Kind" menu is on the "Option" pane in the "Get Info" Window. This procedure has allowed me not only to make imported audiobooks show up as audiobooks, but imported podcasts show up as podcasts.

    When you make an In App Purchase, the iTunes Store should use any gift balance or account credit first. You may still be asked to verify the payment information on your account before completing the purchase.

    I meant that I sign out, sign back in ok. Ergo, I know my password. Someone here on the support page  (you?) told me the culprit is the 2 step verification process which I had on. That makes a lot of sense as Apple mail won't get a code thereby jamming up the process. I could not even start a new account until I took that 2 step process off. Everything fine now thank you.

    maybe my English isn't good enough, but I just scanned the iTunes legal agreement, and this is what I found:
    (ii) You shall be authorized to use iTunes Products on five iTunes-authorized devices at any time, except for Content Rentals (see below).
    (iii) You shall be able to store iTunes Products from up to five different Accounts at a time on compatible devices, provided that each iPhone may sync ringtone iTunes Products with only a single iTunes-authorized device at a time, and syncing an iPhone with a different iTunes-authorized device will cause ringtone iTunes Products stored on that iPhone to be erased.
    (iv) You shall be authorized to burn an audio playlist up to seven times.
    (v) You shall not be entitled to burn video iTunes Products or ringtone iTunes Products.
    (vi) iTunes Plus Products do not contain security technology that limits your usage of such products, and Usage Rules (ii) – (v) do not apply to iTunes Plus Products. You may copy, store, and burn iTunes Plus Products as reasonably necessary for personal, noncommercial use.
    From my understanding this tells me that there are limitations to iTunes products, i. e. songs that you purchased, if they are not iTunes Plus songs. But as I said, I am not 100% certain, this Legalese stuff is really kinda hard to understand. But I still think that if you bought a DRM protected song on iTunes (meaning a non-Plus title), removing the protection is illegal!
    And, sorry to say that, Dave, but in my opinion you are wrong by saying "when Apple dropped DRM from...". They did not do that. They introduced iTunes Plus, which is not DRM protected, but the old, non-Plus stuff, still is DRM protected, imo...

    My daughter has an itues account and she uses it for her purchases from the itunes store.  She purchased an iPod Touch for her son and used her account with the iPod to purchase apps for him.   She just purchased an iPad for him and obviously all the purchased apps he used on the iPod Touch cannot be downloaded to the new iPad without her having her account on the iPad.  If we create an iTunes account for him, is there any way to transfer the purchased games etc to his account. 
    If I understand correctly, there can be more than one account on the iPad but my daughter does now want him to have access to her account.  If this is not possible, can we set it up so he can only access his iTunes account and not hers?  In other words if we download all the games etc that were purchased for him, will they be available if she leaves her account on the iPad but changes the PW so he cannot access the account?   He would only have access to his iTunes account.

    You can only use one account per iPad, and you can't transfer purchases to other accounts

    Yes you can restore from the backup of the iPad 1. You will be restoring all this information here. I made "in-App Purchases" bold and larger so that it will stand out. The "settings" of the new iPad as you are thinking about it would really be the new features - the settings of any iPad are what the iOS does on the device.
    You will have to sync your media back to the iPad - your apps, music, photos, movies, books, TV shows - but all of the information below will be restored to the new iPad when you restore from the backup. I copied this information below from this link.

    Web clips.
    YouTube bookmarks and history.
    * Your contacts are part of the backup to preserve recent calls and favorites lists. Back up your contacts to a supported personal information manager (PIM), iCloud, or another cloud-based service to avoid any potential contact data loss. 
    I have restored form backups several times - last night actually was the most recent. All of my settings were restored and I lost nothing. I have never made in app purchases, but they are listed in the information abaove. If you do the restore properly, you should be fine.

    I downloaded an app on ID1. I tried to then sign out and sign in with a new ID2 to do an in-app purchase.  I got an error message saying that I couldn't connect to iTunes store. I read the message boards and found that you can't do this since the apps are linked to the apple ID that was logged in when you downloaded the app.  So I logged out of apple ID2 and logged back to the original ID1 to do the in-app purchase, but I still get the same error message saying that the purchase can't be completed and that it couldn't connect to the iTunes store.  Is there a fix to this???
