Can not turn off user account

Question

Hello
         I am using a Windows 7 Home Premium computer trying to turn off account settings wishing to download a program.  I am unsuccessful doing the following:   
        Go to User accounts in control panel -- Choose  Change the account control settings-  In the account control setting dialog box I click on Tell  more about user account control settings.  In the help and support window  I enter disable user accounts.  With a returning and clicking on Microsoft Management Console. 
         Which brings up the Console 1 Dialog box.  I  Select file and choose add/remove snap in.  My directions tell me to click on Local user group -- click add--  and select local computer.  Click finish and O.k. 
        From there I get this error message
        Local user group:  This computer is running windows 7 Home Premium.  The snap in may not be used with this version of windows.  To manage your account settings for this computer.  Use the user account tool in control panel. 
        After clicking finish and ok.   I am suppose to double click on users folder--  Right click on the user account --- select do you want to disable and choose Properties.  On the general tab select Account disabled -- and click  o.k.  I manage not to get this far.  I am new to this and trying to be as specific as possible.  If anyone can please help I would greatly appreciate.  Thanks.

In order to make the change you need to be logged in as a user with admin priveleges.
Go to the Control Panel. Click on user accounts.
Click on Manage another account
Click on the account you want to delete
Choose whether to keep files or not.
Select Delete account
