Can't send or receive pictures on IPhone 4 since downloading 7.3

I downloaded 7.3 on my Iphone 4. Now I cant send or recieve picts via text.
I have reset network settings, then when that didnt work reset all setting. Voice and Data roaming are on as well as SMS setting in text.
Please help.

There is no iOS 7.3. The latest version is 7.0.4.
"can't send" - What exactly happens when you try?
"via text" - Do you mean MMS or iMessage?
Settings > Messages > MMS Messaging > ON?
Settings > MEssages > iMessage > ON?

Was on the phone for over 3 hours last night with Apple and Sprint and I'm beyond frustrated. I just started using my iPhone 5 on the Sprint network a few days ago. I did the 6.0.2 update. I can't send or recieve picture messages! Regular text messages are fine. Everything else on phone works great. I've went thru the whole trouble shooting routine on Apple's end w/ a senior advisor and have restored my iphone twice..it doesn't help.
Sprint said it has nothing to do with my plan and they said that my coverage here is fine.
Has anyone else had this problem? Was it a problem on Sprint or Apple's end? Could the 6.0.2 update have caused this? Could this possibly be a defective phone? Please help!!

ok finally got the problem solved. Hopefully this will help other people experiencing this problem.
First, go Settings, then select Phone. Under "My number" it should say your current number. If it doesn't (as it didn't in my case) call sprint (dial *2 on your phone). Tell the sprint agent you would like your Name assigned to your number.
In my case, I had been added to an existing family plan. I was assigned a random new cell phone number, but then later changed it to my old existing phone number from AT&T. So if you are like me and brought your old cell phone number with you when you switched to Sprint, then this may be the issue.
When I was experiencing the problem with my pictures not sending, the wrong phone number was showing as my number on the phone (even though people could call and text me using my current number).

I just got an IPhone 5C and I can't send or receive pictures on it.

Does anybody know how to fix this? I have MMS turned on, but still can't send or receive pictures on my phone.

Check with your carrier to make sure your service with them is correctly provisioned

Is this on wifi or cellular data?
Have you tried a reset? Hold down the home/power button until you see the apple logo and then release, then wait for the phone to boot back up.
Have you gone into the email settings and making sure the password are still there?

Hi, and thank you for replying. I have a .com address and somehow (goodness knows how I managed it an @cloud too) in the 3/4 weeks before this happened it seemed every 30mins I kept being asked for passwords, very annoying but not sure if relevant?

Hi Have you got WiFi or just a mobile signal If you can get a good mobile signal but no wifi you need a WiFi dongle Not the plug in type the stand alone one you can run upto 5 devices at once You can get one on contact or PAY& GO Ask someone to get one for you from shop go for the best Mobile signal were you need to use it If you are in the UK EE on 4G are best. I am unable to send or receive picture messages from my iphone 5c

Two things:
1. Settings > Messages > MMS Messaging must be "On".
2. Your cellular carrier account must be set up to send/receive MMS (may well cost extra).

How can I send or receive picture messages?

Are you using the phone on a supported carrier? Have you checked with your carrier to make sure that your account is properly provisioned? Have you turned on MMS in Settings>Messages? What happens when you try to send?

pictures = data = needing a data plan.
BlackBerrys require the BlackBerry Data Plan for data, such as MMS messages.
On Tmobile, you might call them and see if the Tmobile BlackBerry "Feature Enabler" will enable MMS picture messaging. I don't recall if it will, but they will know.

Unlocked bb curve 9300 , can't send or receive pictures

I bought an unlocked at&t bb curve 9300. At&t, Verizon doesn't work where I live, (northeast USA) I was told by my local wireless company that I could use my sim card with any at&t , or tmobile phone, as long as it was GSM, unlocked. My friend has a bb curve and I really liked it, so looked at one and it was GSM and At&T, unlocked, put my sim card in and I can call , I can text, my wifi works, but I can't send or receive pics or use the 3G. I took it to my local wireless company who then said "oh a bb, I don't know if I can make it work" After they had it for over and hour, came back and told me " no luck"
Is there anyone out there that may be able to help me or is it a hopeless cause? I really like this phone.

Wind doesn't offer the Z10 so you obviously brought an unlocked phone to their network. Unfortunately, the carrier (Wind in this case) controls APN settings so the ball is in their court. Keep in mind that just because a phone works on a carrier's network doesn't mean that every feature will be perfect. Since Wind doesn't support the Z10, you're on your own.

I can not send or receive pictures from non iphone devices

I have tried to send pictures to my boyfriends phone (he doesnt have an Iphone) and they wont complete the sending process. I have unlimited messaging with picture messaging as well so I know its not my provider. The cellular data option is on. My MMS and SMS options are on. I also can not receive the pictures he tries to send me. Can someone please help me figure out why this is happening and how I can fix it?

That's definitely strange, bigbadscharfy. We're here to help get all texts coming and going. Let's start w/ the basics! Have you checked under Settings>Messages> Is Send as SMS checked on? This can help send out messages as regular texts and not iMessages. Do you receive any error messages when the texts dont go out or receive?

Ever since I updated my software, I can't send or receive pictures from people who don't have iphones

Ever since I updated my iphone software I am unable to send or receive pics by text with people I know do not have iphones. I still can with people who have iphones. Does anyone else have this issue? I have a iphone 4.

I have tried this but there is no option for 'MMS' activation? It just has

I was trying to send a mms of a picture to a friend and it didn`t work, and he also tried to send me a picture and it failed also. Does anybody know why?
