Can't update to ios 8 via itunes or wifi

I am using Windows 8 and Norton 360 antivirus software. I have tried to update to ios 8 for three days without success. When I try via iTunes, it remains on "Contacting the iPhone update server" for hours and eventually, I will get a message with error -23. When I try to update via wifi from the settings on my phone (5S), it remains on "Downloading" and then just says it failed after about 30 minutes. I have run a diagnostic test in iTunes and everything was Green. I have restarted iTunes and the iPhone and still nothing. I am running the most recent version of iTunes (11.4) Does anyone have a suggestion on how to fix this issue?

Related errors: 1, 3, 10, 11, 12, 13, 14, 16, 20, 21, 23, 26, 27, 28, 29, 34, 35, 36, 37, 40, 1000, 1002, 1004, 1011, 1012, 1014, 1667, or 1669.
These errors mean that your device or computer may have a hardware issue that's preventing the update or restore from completing.
Check that your security software and settings aren't preventing your device from communicating with the Apple update server.
Then try to restore your iOS device two more times while connected with a cable, computer, and network you know are good.
Confirm that your security software and settings are allowing communication between your device and update servers.
If you still see the error message when you update or restore, contact Apple support.

You will need to restore the software via the following procedure:
Turn your device off and connect your cable to the computer, but not the device just yet. Start up iTunes. Now, hold down the home button on your device and plug it in to the cable - don't let go of the button until iTunes tells you it's detected a device in recovery mode. I bought the iPhone new and set up by myself. I still remember apple id details. The problem is that while the update was on, I needed to enter my apple id on the phone to complete the update my screen lock has been activated. Now the phone only displays the iTunes logo and the USB cable being inserted. But I can still access my the phone contents through my laptop. I need to force the phone to restart. How can I do that? mind you I have pressed the home and power buttons together for a couple of minutes. It will only display the apple logo for a few seconds and then return to the iTunes and USB cable display. Maybe the phone is hanging. So please help me.

To update your phone requires using the latest version of iTunes, on your computer, as well as Internet access. The update to iOS 5.0 or higher is an erase/restore deal, so you not only have to make sure all of the content, currently on your phone, is on your computer and accessible, you need to update iTunes first, have Internet access, then update your phone. There is no way around this fact. You could go to an Apple store or use another computer, but you run the risk of losing all of your data it you do that.

Hi all. I can't update to iOS 6.1! The update has downloaded, but every time I try to install it, I get the message saying: "Unable to verify update. iOS 6.1 failed verification because you are no longer connected to the Internet". Well, I am not sure but I don't think the iPod touches have a baseband snum or key hash information.
Looks like the package that is being downloaded is for the iPhone (5) not for the iPod touch 5g...

Why can't you update?
There should be nothing preventing the update from 6.1.3 or 6.1.2 or even from 5 directly to 7.
What happens when you try to update?

I suspect you have a 2G iPod. Those can only go to iOS 4.2.1.
