Can't use all the commands in Indesign

I recently upgraded to CS4 have been using Illustrator for years along with Quark.  I just switched to Indesign to replace Quark.  After loading Indesign twice I am getting the same problems.
1. in text boxes I can not use a hard return on the key board.  The arrow keys also don't work.
2. I can not open the InDesign Help drop down menu.  When I click on the help tab I get this error message "Adobe InDesign CS4 Help content is not installed, or the installation has been damaged.  Please reinstall InDesign."
3. My control keys don't work.  I can't use the ctrl f or ctrl z or any of them.
I'm sure there are some other glitches but I had to go back to Quark until I can figure this out.
Other things work.  I can print and save documents, change the resolution and other stuff.  I don't get any error messages on the loading or installing of the program.
I am using Windows XP 64bit. Service Pack 2  Dell Precision T7400 Xeon CPU 2.83 GHz 8 GB Ram.

I bought a new PC (Intel Core i7 with 6 Gb of RAM and running Windows Vista 64-bit OS) in June this year and CS4 installed and ran beautifully until the 6th of this month when Acrobat refused to make PDFs and a pop-up appeared saying the product is not activated. If I rebooted it would sometimes work a while and then a "Licensing for this product has stopped working" pop up would appear. I'll spare the details but I've been having problems ever since and have reinstalled and re-registered the whole suite many times since, lost two weeks of productive time and had to give work away to another graphic designer.
Adobe's support has been worse than useless. My first attempt using the support number that Adobe supplies for my region resulted in me being asked if I've tried reinstalling and I was informed that as I have a "volume license" they can't help me – Try phoning 1866 692 3623 but the number does not exist, at least not in this region. Today I called Adobe Systems number in Sydney and after many circular menus I got through to a technical supoport person on a really dismal phone line. Unfortunately his English wasn't easy to understand so he asked if he could send me an email (see attachment). However, I did get the document name down that he sugggested before cutting me off: KB406241 which I've seen many times in the past couple of weeks but appeared to apply only to people who had run the Beta version of CS4.
Anyway, today I followed the instructions in KB406241, "Run the CS4 Clean Script" to the letter and did a clean install (apparently successful) until I ran InDesignand found that the tab, enter and arrow keys still don't work and nor do any of the common short cuts (ctrl c, ctrl v etc.) rendering the program almost unusable. Clicking on help resulted in the same dreaded "Adobe InDesign CS4 Help content is not installed, or the installation has been damaged. Please reinstall In Design."
I have found that copying the files in C:\Program Files (x86)\Common Files\Adobe\Help\en_GB to C:\Program Files (x86)\Common Files\Adobe\Help\en_US makes the local help available but the other problems are so serious that work is almost impossible. Unfortunately, I've been working on several jobs so switching software is not an option but deadlines are approaching and I'm geting fairly desperate.
If anyone knows how to get the enter, tab and arrow keys working again and the standard short cut keys I'd be very grateful.
