If you want to watch on your iPad screen, you don't even need airplay.
If you want to watch on a television screen, you need an AppleTV.
In both cases...
If the movies are purchased, there is no need for an Internet connection to the outside world.  If they're rented, you need an Internet connection for the first minute or so that Apple knows that you're watching the movie.  I do not know if a rented movie can be stopped and restarted without an Internet connection.

    Check Settings>General>Restrictions and make sure that you did not restrict it.
    Swipe from screen to screen to look for it.
    Settings>General>Reset>Reset home screen layout will return it to the home screen, but the screen will like like it did "out of the box".

    Unless you have an Internet connection you cannot access iCloud. You can download your music from iCloud to store permanently on your iPhone, but only when you have an Internet connection to do so.

    The other night, I realized a new fascination for movies starring Michael Cera. So, while lying in bed, I decided to download a few. Those to included Scott Pilgrim, Youth in Revolt, Nick and Norah, and Superbad. The downloaded went find on my iPhone 4, but when I tried to search for the the next morning on my computer - I couldn't find them. I ended up having to get them from my iPhone 4 to iTunes and everything seemed to have worked out fine. Now, whenever I try to play the files via iTunes on my computer, an error pops up stating the computer I'm using doesn't have authorization to play said file and to authorize the computer. By now I think I've unauthorized and authorized this computer maybe 60 times now. So I just went ahead and decided to just buy them again. I did do that, but now whenever I try to download them a "-50" errors pops up anywhere during the download stating that the download had to be stopped because I lost connection. Doesn't say what I lost connection to (iTunes, internet, etc), but just merely states that I have lost the connection. So I did some research and apparently this has happened before. A quickfix would be to just clear the created cache of each file, redownload them over again and it should work out. Well this didn't work .. it just kept erroring out in random/different spots everytime. I need some help. I go on a long plane ride in 2 weeks and I want to have my Michael Cera movies to watch. Thank you.

    You'll need to describe your network. I don't know what a "windows based" home network is. Do you have a LAN? Or are you running a Windows server?
    If you have a LAN, is your printer connected via wifi to your router or is it connected to a print server? Did you install the printer's drivers on your Apple computer? Is your printer getting an IP Address?

    The film will need to be downloaded in order to watch it, you can't stream it from the store. Whether you can re-download a film will depend upon what country that you are in and whether it remains in the store (studios occasionally remove them). You are better off keeping your own backup copy of all of your downloads rather that relying on being able to re-download from the store in the future (you can copy purchases from your iPad to your computer's iTunes via File > Devices > Transfer Purchases)

    You can also get wifi-enabled drives which allow you to stream your content to your iPad, so not everything needs to be stored on it e.g. GoFlex Satellite (there are other makes as well).

    As implied above, if you do not use a metadata tagging utility and share or import your files directly to iTunes the new files are automatically tagged as "Home Videos" during the import process but you can still use iTunes to make them appear in the same directory as your other movies just as you always could chage their display directory. Simply...
    1) select the "Movies/Home Videos" tab in the main window,
    2) select any/all of the videos you want moved,
    3) select the "File/Get Info" menu option (or press "Command-I") to open the "Information" window,
    4) select the "Options" tab in the "Information" window
    5) Select the "Movie" option in the "Video Kind" pop-up, and
    6) Press the "OK" button to move all items selected in step #2 above to your "Movie" directory and close the "Information" window.
    If you use a metadata tagging utility to add tags to your videos before import to iTunes, then pre-assign the "Movie" Media Kind tag to your files before import to iTunes. If you use a metadata tagging utility to tag files after import to iTunes, then manually set the "Movie" Media Kind option in that app and let it update the iTunes "Movie" directory. If the metadata tagging utility has not yet been updated to recognized files pre-assigned to the "Home Videos" directory, then manually tag the Media Kind in iTunes as described above before using the metadata tagging utility. If you don't like having iTunes automatically assign the "Home Videos" tag to untagged videos during import, then use the iTunes Product Feedback form to request an iTunes "Preference" enhancement option be added to the application allowing users to select a default "Media Kind" to be assigned to "untagged" video files during import.

    I have only downloaded one feature length film on my iPad and I did it at home using my home WiFi network. It went flawlessly and took about 90 minutes to download a 1.64 GB movie.
    Maybe it was an authorization issue with your iPad. iTunes can get hinky about that kind of thing - especially with app downloads. Maybe connecting the iPad to your computer reset your iTunes authorization and let the movie start downloading again. I know that sounds bizarre but it can occur with third party apps that will not open. One of the common fixes is to download another app in order to reset your iTunes account authorization.
    You should be able to see the download progress bar as the movie is downloading. My response was worded the way that it was because I didn't know if you started the download and left the iPad sitting somewhere for a few hours and when you came back - all you saw was the terms and downloads screen.

    Where are you physically located?  Although I haven't heard of specific instances, if you read the store terms of use they do reserve the right to use technologies to monitor your physical presence in the store's country when making purchases.  Even if you have a functioning US account, you are also supposed to be actually in the USA when doing the downloads.
