Cannot create a system restore point [service cannot be started in Safe Mode (0x8007043c)]"

Is there a solution to years old error message "Cannot create a system restore point [service cannot be started in Safe Mode (0x8007043c)]" I have been trying to create a restore point or image on an external hard drice, but I get the quoted message
and the system is NOT in safe mode.  I have reviewed all the previous suggestions on this forum to no avail.  Are there any new suggestions.  My computer had Windows 7 installed and I have no source to re-load the OS.  Ralph

Hi,
So actually you're not in safe mode (not black background, no "safe mode" on the left-bottom of the screen), right?
I think something is causing your PC thinking itself is in the safe mode, run sfc/scannow and chkdsk /f/r, check if the two tools can find any error.
Or perform a startup repair in recovery console, check the result

  • Rstrui.exe Create a system restore point on windows server 8 standard

    Hi,
Before making system changes, I need to create a system restore point on windows server 2008 Standard with SP2 installed.,  I found where to accomplish that via the UI, but the file isn't found when I search the C:\windows directory on the server.
The executable should be C:\windows\system32\rstrui.exe, unless it was changed for Server 2008. I have system protection turned on for the C: drive. This problem also exists on Windows server R2 enterprise with all updates applied.
I searched the install media (DVD) it wasn't there. I tried the full name (rstrui.exe) as well as truncated versions. I've searched on all of the applicable forums for rstrui.exe and "create system restore point".
Does someone know where I can get rstrui.exe for windows server 8.  It's not available on windows server R2 enterprise or essentials either. If there is an alternative method of creating restore points on windows server 8, please point me in the
correct direction. Is it available in any of the variations of windows server 12. I have all of the updates installed when checking for how to create a system restore point or with searching for rstrui.exe. BTW, performing "system backups" or implementing
"previous versions" functionality work just fine.
    Thank you in advance,
    Steve

    Hi Steve,
I replied the same question you posted earlier:
    https://social.technet.microsoft.com/Forums/en-US/68352496-2fe8-4320-8848-f22d0d1a6f6b/rstruiexe-missing-unable-to-create-restore-point-windows-server-8-std-r2?forum=windowsbackup
To me it seems that the function is removed in both Windows 2008 SP2 and Windows 2008 R2. Here is my original reply:
I did not find this file either on my new-installed Windows 2008 SP2 system. I assume it is retired in Windows Server 2008 and the function is replaced by Windows Server Backup. I cannot confirm why there is still an option in MSCONFIG which point to
rstrui.exe but I can find the file nowhere. Also this option is removed in Windows Server 2008 R2.
Here link a link for using Windows Server Backup to create system state backup as a restore point:

  • Visual Studio Update 2 hangs for 13 minutes on "Creating a system restore point..."

It appears that Visual Studio 2012 Update 2 hangs for a long period of time before it tries to create a system restore point.  Should I create a Microsoft Connect issue for this?
    Here is what I did:
I created a new Windows 8 x86 Virtual Machine using VirtualBox.  I installed Visual Studio 2012 and Update 1 because Update 2 was not yet out.  I came back 1 week later and tried to install Visual Studio Update 2.
When I ran the installer on the Virtual machine, it hung for seemingly 10 minutes at "Creating a system restore point..." I powered off the virtual machine and disabled system restore.  I then ran with the /layout option on the host machine
so I could pre-download the files.  Then I tried again.
Again, it hung.  This time I let it go.  It hung for exactly 13 minutes before it gave up and continued on to the install.  The log file says this:
    [0EBC:0F90][2013-04-18T12:39:36]: Apply begin
    [0EBC:0F90][2013-04-18T12:39:36]: MUX:  Apply Phase Begin

[01F4:0748][2013-04-18T12:52:34]: Could not create system restore point, error: 0x80070422. Continuing...
NOTE: Although it says "Creating a system restore point" at 12:52, it actually displayed the message on the screen at 12:39.  That indicates that it was really doing something else during those 13 minutes, not creating the restore point.
That is corroborated by the fact that it took a long time regardless of system restore being on or off.
If no one has any information or explanation, I will create an issue on Microsoft Connect.

I have the same issue. Visual Studio 2013 Professional update 2 was not installed from Web installer. Rather I downloaded a trial version and now want to uninstall it. However, I let the uninstaller try to create a Restore Point all night while I slept.
Next day, not done. So I clicked cancel, and it then commenced to create a restore point for the cancel. I did let the cancel run for awhile but I rebooted.
I then researched something on how to disable the restore point security on my drive, but that did not deter Visual Studio from trying to protect me and it TRIES to create a restore point before uninstalling. Just hangs forever. I don't need a restore point
for an eval copy of VS, thank you very much. Perhaps a simple dialog ("Do you want to create a restore point?") would be helpful?
Update: turning off Windows Defender fixed the problem.

  • Creating System Restore Points in Windows Server 2012

Searching for "Create a restore point" on Windows Server 2012, brings up a link that when clicked takes you to System Properties. Once there, there is no System Protection tab or option to create a system restore point. Windows Server Backup
    is installed and functioning.
Is this feature available in Windows Server 2012? Was it replaced with Shadow Copies for Shared Folders?
Thanks for any insight you can provide.

     HI,
To create a system restore point, run msconfig.exe, that will launch a UI, click the tools tab, select system restore, that should invoke a UI which asks if you want to  restore to an earlier version or do you want to create a new restore point. I clicked
"create a new restore point" The problem that I ran into is that when I click that button is I receive the error: can't find "C:\Windows\System32\rstrui.exe". That's the .exe which supports the "Create / restore point' processes. I
posted a question about the missing .exe on the windows > windows 8.1 > Repair and recovery forum and was told to post it here. :>) The subject title of that post is "rstrui.exe Create a system restore point on windows server 8 Standard".
That post documents the steps that I followed trying to create a system restore point. (FYI: I'm not trying to backup any drives. I know what a system restore point is and what backup is. They are two different animals). I want to create a restore
point prior in order to prep for installing an App. So, If a problem occurs; the registry keys and app files can be backed out to some extent. BTW: Create system restore point on windows 8.1does work perfectly well, there's a different UI. I just didn't
know where to post the initial problem.regards,Steve

Visual Studio 2013 Setup and Installation gets stuck at system restore point. what are the issues?, help me out ASAP

    Hello nitinrathod29,
There are some possible fixes for this issue.
    Please check the following thread:
    https://social.msdn.microsoft.com/Forums/vstudio/en-US/47bc6990-00f2-4d85-b3f8-9de03c637f43/visual-studio-2013-update-2rc-stucks-on-creating-system-restore?forum=vssetup

    So here are them:
    1. Check if you have any software which may prevent the installer from running. For example, Windows Defender or any other software which may restrict your permissions.
    2. Just start the computer.
    3. Run the setup as admin.
    4. Check your UAC permissions.
    Best regards,
    Barry

  • Losing System Restore Points

I have a problem where Win 8.1 will not hold my restore points even though I have enough space allocated for them. If I set one, I can see it there for a short time and then it just vanishes... any suggestions please

I checked after an hour and they were still there. I checked after another 15 mins and they had gone.
Check your system to confirm that there is no malware.
Run sfc /scannow from an elevated command prompt. Reboot on completion and try now.
You may create another user account with administrative privileges and recheck the issue.
Disable Anti virus application and then create a system restore point.

  • Problems with system restore points in Win 8.1 (keep increasing in size)

    Hi,
I was sent here by Microsoft Support who seem to have no idea of the mechanics of System Restore and what could interfere with it. I've no idea where to post this, so I hope you can help in that.
I have the problem that my System Restore point (only a single point) keeps increasing rapidly in size from a few Mb to many Gb and even fills the C drive if I don't stop it. Setting a limit to the size doesn't help (in System Restore or VSS), as it ignores
it and increases the limit. I have tried all the usual (sfc, DISM, chkdsk, several antivirus and malware programs) with no success.
Obviously, I can turn off System Restore, but that isn't really something I want to do.

When you say "system backup", do you mean generation of system restore points or an actual backup? i don't use MSBackup.
    Hi,
What I meant system backup is system backup feature that it would create restore point when you enable system backup automatically.
I made a test in our testing enviroment. limit restore point disk space usage to minize, create some restore point. When I create a seconde restore point, it would replace the former time point. The maxize disk space usage won't more than the limiation.
Therefore, please check the size of Restore Point in C:\System Volume Information if it's larger than system limiation.

  • How much space left for the new System Restore Point(s) creation ??

    Sir,
    MY LAPTOP : single OS, windows 7 sp1 , ultimate 64 , 2gb ram , 4ghz processor,
    kaspersky antivirus full,
    total hard disk 150gb, C: 38.9gb,  11.2 gb free space on C: ,
allocation for SR Points for C: 2.73gb (7%)
    PROBLEM:(SR Point: System Restore Point)
sir, i am facing a problem of false reporting of the space occupied by a SR Point and so, it is unable to know how much space is left for new SR Points such that the old ones dont get eliminated. Here it is always increasing as the time progresses
        1. I created a SR Point at 9:21PM space occupied being shown 114.97mb
       2. The same SR point showing the space occupied at 9:23pm 115.06mb
       3. After 20 hours it is being shown as 272.36mb !
       4. After sometime ,it would show the space (occupied) even more than the actual allocation for eg.
the full allocation is 2.73gb and it will show 3.1gb occupied by the same single SR Point
[for solution of the problem i am managing the single SR Point that is by not doing anything that will     trigger the creation of new SR Point(s) ]
SNAP 1 : plz see only one SR Point is there on c:(the other one is system image back up on another drive)
SNAP 2 : Plz see that the space occupied by the same single SR Point is 276.50 mb which was 114.97 mb initially.SORRY , ONLY TWO IMAGES ALLOWED!
HISTORY : since last 6 months the laptop is with me and when I received it, system protection was off. When I made it active , it used to create SR points very frequently for e.g. 10 points in 2 days. So I stopped its automatic creation
2 months back. I disabled  both the triggers and the task.
SNAP 3 : both the triggers and task disabled.
    NOW
(.) it makes restore points either manually (by me) or by system in the case of install or updates only,
And I am comfortable with it !
(.) SR Point restore is full success !
(.) but the PROBLEM is there !
    So,
Is something wrong going to happen to the hard disk ?
Is it a malicious  activity ?
Does a full defragmentation for a drive deletes all the restore points on the drive ? (it happens here!)
    How should I proceed ?

  • System restore points disappeared

Taking a look at my system restore points I found there were none. There is no reason I know of for this - system restore was set to ON but restore points were not being created - I turned it off then on again and now it is creating restore points again.
One thing occurred to me was I had been looking at some dodgy "make money on the web easily" sites just out of interest. Does anyone know of any malicious ware that destroys restore points. It would be a sneaky way of stopping the deletion of Spy ware.
Also I noticed some automatic updated from Microsoft had just finished installing - would this have deleted restore points ? From what I read auto updates create restore points not delete them.
    Any ideas anyone ?

    Hi
    I have found this info:
If no free disk space on monitored system drive or on any of the available non-system drives exists, System Restore will purge restore points consistently across all monitored partitions to free disk space. If the free disk space falls below 50 MB on any monitored partition, System Restore will stop monitoring and suspend.
Note: Some users have reported that using the Real Player One utility has deleted restore points. Please review your System Event Viewer log for System Restore events for a volume error event.
But these are Microsoft issues and if you want to know more about such issues with system restore tool you should check this Microsoft info site:

  • Size of System Restore Points

I am troubleshooting a problem involving loss of restore points. The case in question has created a single restore point restore point but it is only 13.55mb. This size seems to be far too small. The Max Usage is set at 13.67gb.
Are there any known explanations for this phenomenon?

  • Re: Deleting system restore point in XP

How can I delete a system restore point in XP. In Oct 08 my PC date was incorrectly set to Nov 08 and System Restore created various restore points. Now PC date is set to Oct 08 what will happen in Nov? Can I delete Restore points?

Thanks for your input. Problem was that once November arrived I felt the system would be confused by the conflict of dates. In the event I switched off System Restore completely, which wipes out all existing restore points. I then switched it back on and created a new restore point. Only possible drawback was there were then no PREVIOUS restore points, but as everything on PC was working correctly on the day I did this there was no need for previous restore points to be kept.
Once again, thanks for your advice,

Browing the web, Firefox crashed. Typical "this is embarrassing" window appeared and I could choose to restore or start new session. I tried to restore, and nothing happened. Mozilla Crash Reporter appeared, the option to quit Firefox seems to work but restarting just brings back the Crash Reporter. I tried uninstalling and reinstalling Firefox, but Crash Reporter persists. I tried looking through your articles on crash on startup, but I cannot open Profile Manager, nor start in safe mode, nor anything else, with that Crash Reporter popping up. I can't give you a crash ID as I can't type anything into Firefox address bar if I can't open the program. I'm running Windows 7 starter edition on a netbook. Honetly really only use Firefox on this machine, so help would be appreciated! Thanks.
