Cannot install hotfix kb2254157

Hello,
a customer is experiencing the exact problem as described below:

His laptop is running on windows 7 Professional SP 1 x64, windows updates are fully updated.
Using Outlook 2007 (12.0.6691.5000) SP3 MSO (12.0.6683.5000)
I've downloaded the correct hotfix: Windows 7/Windows 2008 R2 - All languages - x64
Since they also have a terminal server, running on windows 2008 R2, where they're having the same issue, I've also installed the hotfix there, without any problems.
I just cannot seem to install the hotfix on this laptop.
The error says: 'this update is not applicable for your system'
Windows logs are showing an error in the 'setup' section:
Event: 3, source: WUSA
Translated from dutch:
'Cannot install windows update due to error 2149842967 (path: "C:\windows\system32\wusa.exe" "C:\temp\Windows6.1-KB2254157-x64")
So I figure that there is some problem with wusa.exe not being able to install the hotfix (the c:\temp path).
The strange thing is that the laptop is able to install regular/normal windows updates, since the laptop is fully up to date.
I've already performed these steps:

Still having the same issue installing the hotfix..
Any ideas? I'm quite stuck now.

Hi
Try resetting Windows
Update components and check if that
helps. To do so run the Fixit form
