Cannot run OIM SDK Sample on WLS 10.3 with OIM 9102

Hello OIM Experts,
Refer to Oracle Identity Manager API Usage Guide, Section 1.6.1, URL:

I'm quoting the exact text here, with key lines highlighted in bold:
Setup and Configuration
To install the API:
Create the following directory structure:
1. Custom Client\config\lib\ext
2. Copy the files from the config, lib, and ext folders of a standard Oracle Identity Manager desktop client installation to the config, lib, and ext folders, respectively, of your custom client installation.
3. Copy the basecp.bat and classpath.bat files to the Custom Client directory.
4. Open the classpath.bat file in a text editor and append the following line to the end of the file: ;.\ext\javagroups-all.jar;.\ext\oscache.jar;.\ext\commons-logging.jar
5. Append the following in the classpath.bat file:
For Oracle WebLogic Server
Create a batch file with the following commands:
call classpath
set CLIENT_CLASS=fully qualified name of your custom API client class
java -Djava.security.manager -DXL.HomeDir=.
-Djava.security.policy=config\xl.policy
-Djava.security.auth.login.config=config\authwl.conf
-Djava.naming.provider.url=t3://host_name:port CLIENT_CLASS
Questions:
1. In Step 5, the instruction given is to "Append the following in the classpath.bat file"; then in the following section, under server specific instructions, there is new instruction to "Create a batch file with the following commands".
Therefore, the given code should be append to classpath.bat or written to a new batch file?
2. From my own analysis, these codes should go to the new batch file, since there is this line "call classpath" which is not supposed to appear in classpath.bat, else it will cause an infinite loop. If my assumption is true, then what should be append to classpath.bat as instructed in Step 5?
3. Still assuming the code belongs to a new batch file: how will this file be used? There is no instruction to execute the new batch file manually. And since there is no restrictions on the file naming, it is very unlikely that my OIM SDK project will be able to detect and execute the file automatically. Therefore if the file is never used, what is the purpose of creating it?
I'm very concerned about this step, because from the code I can see it is addressing areas such as Security Manager, Security Policy and Login Authentication, which is exactly what our problem is about.
