what should i do ?

Just to be clear, you have a US address on your iTunes account, you are buying from the US Apps Store and it is giving you a message that you cannot buy Apps with an iTunes Gift Card? (Not an Apple Gift Card, and iTunes Gift Card).
If it is an iTunes Gift Card, did you have any problem loading it on your iTunes Account on your computer?

Cant buy apps in play store now. Was able to before, I cant find anywhere on my plan where i would have that setting blocked?

Now im unable to purchase any paid apps in play store. I used the carrier billing option. I was able to before and on my Verizon account I cant seem to find it anywhere that might have had it blocked. Even threw the play store its not blocked they tell me to figure that out with my carrier??

As soon as you click buy, they are purchased. You CANNOT un-purchase them.

Restart the phone and try again. This should resolve the issue. I had a similar issue not to long ago.

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.
