Deleted all data still says NOT enough storage for Icloud back up
I have deleted from my two devices (Iphone 4s and Mini Ipad) all my pictures , videos, emails and notes ( I dont store music) and I still get the not enough storage on icloud. I dont understand, if i don't have anything in my phone or Ipad why I keep on getting this message. I havent been able to delete apps though. I dont know what I am doing wrong. What can be occupying space if I have deleted everything.

It's iCloud you don't have enough storage on, not the phone.
You can see what your iCloud storage is used for and delete any unwanted content at settings > iCloud > Backup & Storage > Manage...... on your iOS device. Or System Preferences > iCloud > Manage...... on a Mac.
You have 3 options......
Purchase more iCloud storage.
Delete data or back ups that are being stored in iCloud already.
Turn off items to be included in the next back up to reduce its size.

All I really do is watch movies on my iPad I will download two movies watch then delete knowing I can redownload we'll did that last night deleted and know that I'm trying to download a movie I just bought it's saying not enough storage when in general it saying I have 2.7 left I'm not that good with these kind of things but someone please help I have no apps downloaded no music movies some pics but that's it I don't understand

if you reset all settings, you will not lose anything at all. You will have to reset all of the device preferences again like your chosen wallpaper, your privacy settings, whatever settings in the Settings app that you changed from the factory default, will have to be entered again.
You will not lose any data, movies, songs, etc. I responded to your first post and told you that I'm not sure it will work anyway, it's just a suggestion. If you are not comfortable doing it, then don't do it. -

To be able to download a film onto your iPad you need enough space on your iPad : Settings > General > About > Available - the film's description page should say how large it is, but some HD films are 5.5 gig +
The iCloud storage that you've bought give you extra space for your iCloud backups, it won't give you extra space for downloading. -

As you are clearly aware, it is important for you to have backups of your important data, including all of these photos you are currently keeping on your iPhone. While it is possible to use iTunes or iCloud to do backups of your iPhone, the problem becomes how to access those backups if you have deleted the photos from your iPhone. Once you have done the backup and then removed the photos from the iPhone, the only way to access the photos is by restoring the backups to the phone. My ipad is frozen.It says not enough storage but when I press the settings, it's still not moving or doing anything. What do I need to do?
First thing to try is to reset your device. Press and hold the Home and Sleep buttons simultaneously ignoring the red slider should one appear until the Apple logo appears. Let go of the buttons and let the device restart. See if that fixes your problem.
If your pad is running out of space it is time to delete unneeded items. -

My iPhone says "Not Enough Storage"
My iPhone says "Not Enough Storage" but when i tap on "Close" or "Settings", nothing happens. It's as if I never tapped on it. The buttons work but the pop-up just won't go away. I already deleted all of my pictures and some apps but the pop-up still won't come off. I can't even unlock my iPhone because the pop-up is in the way.

Every time I try to update the 4s or 4 it is saying not enough storage. I am really hating this phone now because I am not going to buy storage. We have 5 iPhones on our account and now because of iCloud it does this.
your iCloud storage isnt part of your phone, that is a back up for your phone, you have to delete things on your phone, so I recommend backing up your photos to your computer or iCloud since im sure thats whats taking up all your storage, then delete the photos on your phone and then update your phone using iTunes on your computer.

Settings/General/About/Available will tell you how much free storage you have. From memory you need at least 1.4 GB or so to update to iOS 7 over WiFi (I strongly suggest you have more than that, 2-3 GB is safer for the iOS 7 upgrade).
If you have problems freeing up enough space on your phone then update it via iTunes instead, that's both more likely to work without issues and doesn't require all that free space on the phone to start with.

You need to download them to your phone, you have purchased space in the cloud, you need to delete something if you want to make more space.
