Does Elements 3 not support 14 bit images?

I just purchased a Nikon V ED scanner so that I could start digitizing my 4000 or so analog images. As I've begun my first experiments I started noticing that sometimes when I scan an image and then open it in in Elements, the majority of the tools don't work and then at other times they work fine. In a short period of time I realized the it's when I scan an image at 14 bits as apposed to 8 bits, (my only two options), that I have no control over the majority of the tools. When I pick the tools and bring the cursor over the image, I see a circle with a diagonal line through it.
1. Does anyone know for sure if it's the 14 bits that is the problem?
2. Would buying Elements 4 or eventually 5 make a difference?

I was playing around with this the other day to try to work out whether it was worth doing any work in 16 bits on the files converted from my new camera's RAW files (which are 12 bit).
With certain sorts of images, such as those with large expanses of similar colours (skies for example), it certainly seems worth doing all the main levels and colour adjustments in 16 bit mode before converting to 8 bit.
I tried leaving the file in 16 bit on one image while I adjusted the levels and then converted to 8 bit and then tried, on a copy of the same image, converting to 8 bit before changing the levels to the same values. On comparing the two, the 8 bit level conversion had slight but obvious banding in the sky whereas the 16 bit level conversion didn't. If I looked at the levels histogram in the two versions one had gaps whereas the other didn't.
So, I'm now sold on doing everything I can in 16 bit mode before converting to 8 bit. All I have to do is remember to work this way :-)

    Yes.  It makes no difference how your image was created - on 64 bit
    software or 32 bit software.  It is still a document and so it should
    load on any system running any photo-editing software.
    PSE is still a 32 bit software for windows;  Nobody knows when will 64
    bit version come out.

    If you convert your files to the Adobe Raw format (DNG)thyry will open in PSE11.

    Not yet. You need to wait for the next update. It's already been added to CS6 and Lightroom 4; so it should follow soon.
    If you can't wait and convert from NEF to DNG you can use PSE10 but always keep your originals as back-up and incase you need to use Nikon software.

    I upgraded to Mountain Lion and cannot migrate my Dutch, U.K., Islamic, or Catholic holiday subscriptions.  I had a heck of a time getting my Detroit Tigers Baseball team schedules migrated (but Major League Baseball supported the subscriptions, so it occurred).  As I work internationally, having these calendar subscriptions on the new Calendar would be very useful.
    If one goes to the Apple site, and seeks calendars [http://www.apple.com/downloads/macosx/calendars/index1.html], they are shunted to MobileMe [https://www.icloud.com/mobileme/not_found/], with the note "MobileMe is closed. Go to iCloud."  But, I do not see how to get subscriptions from iCloud.

    The problem is that many of these calendars were hosted on MobileMe. I actually tried about 20 at random, and only two worked! Not all of the failures were ex-MobileMe, some were on other servers but produced 'File Not Found'.
    Strangely, this one worked despite its URL:
    http://ical.mac.com/ical/UK32Holidays.ics
    Until the people who publish these calendars (it's not Apple, they are third-party) wake up and find alternative servers these calendars are not available.
    There may be other sources which work - try Googling.

    And I don't mean to seem rude. I have worked in product development many years with a very large company. I have also challenged engineers and developers to look beyond the basics to deliver something that sets the trend adn differentiates itself from the pack.
    Apple as that trend-setter created awesome products in the form of the iPad Air and the iPad Mini w/ RD. It is extraordinary in the leading technologies they incuded in the  package. It would have been BRILLIANT though, to have converged both as an IPad and a phone. It would have propelled the iPad light years ahead of the competition.

    The Canon Map Utility software can not detect my Canon GPS Receiver GP-E2.  Over the phone, Canon "Customer Support" had me uninstall all 10 Canon Utilities that I had previously installed, and then let me install only 8 older versions of Canon Utilities.  And, the Canon Map Utility software STILL could not detect my Canon GP-E2. 
    Why doesn't Canon have ANYONE who knows the Canon Utility software?  The first support rep had NEVER used any of the software!  And the second support rep, whom I was transfered to by a Supervisor who told me that this was the most experienced support person for the software, has only used the software ONCE!

    When I use the GPS-E2 on my camera, the pictures have are geotagged.  It's when I try to use the GPS log that Map Utility has a problem.  I like the idea of recording where I went, not just where each picture was taken.  That way, I can see where I found nothing to take pictures of.

    Verizon wi fi for hot spots does not work with Windows 8.  For verification go to FAQs about Verizon Wi-Fi for FiOS Internet, 
    http://www.verizon.com/Support/Residential/Internet/fiosinternet/networking/setup/wi-fi/124650.htm , and click on How do I know if my laptop or netbook is compatible with Verizon Wi-Fi? .  Verizon wireless home network does work well with Windows 8.
    Since you can't even download the wi fi for hot spots software if you have Windows 8, I don't know how to use compatability mode to get around the problem,

    Youtube video can be played with the Youtube app included on your iPad.
    If the video is using Flash, then you can try an alternate browser like Skyfire.

    Tablets (Kindle, Galaxy, iPad) don't support Flash.
    Chronologically:

    I find it hard to believe that there is a single email application that doesn't support read receipts. For me it is a fairly basic feature I would expect any decent Mail application to have.
    I am currently in the process of writing an email to a company and I want to make sure they get it - a read receipt is how I want to verify that they've had it. Why does Mail not support this?
    If I am going to have to accept that Mail is not the first class application Apple keeps parading around - is there an alternative that offers this and other features I would expect to find in Microsoft Outlook (minus the calendar etc...)?

    Outlook uses a Microsoft-proprietary system for "read receipts", so there may be no way Apple could implement it, or there may be licensing fees involved, or Apple may just not feel that it's worth spending the money to implement. Outlook which is designed to work primarily with an Exchange server, so it's in Microsoft's interest to support Exchange features (note that even Microsoft in their own Mac app do not support all the features theydo on Windows).

    but support for return receipts in any system other than Exchange is very unlikely, since as Matt said it is not part of the Internet email specification and hence not widely supported at all.
