The Smart Cover will stay on the New iPad.  There have been reports that the magnets is some may not turn the screen on and off, but it will certainly fit and provide protection for your screen.

    Closing the smart cover only puts the iPad to sleep.  As far as I know, it puts WiFi to sleep as well.
    There are some Apps such as the Music App, that may continue to play after the iPad goes to sleep.  If you really want to turn off the iPad, hold down the Sleep button for a few seconds until the "Slide to power off" arrow appears.  When the iPad is turned off this way, you turn it back on by holding the Sleep button until the Apple logo appears.

    I have had my iPad 2 and its Smart Cover for about a week. At first, closing the Smart Cover turned off the iPad, as it should.     Thanks! That does work. At first I thought it didn't, because I didn't hear the little click that indicates that the iPad has turned off. But then I realized that I also had to change the setting Use Side Switch To to Mute and then change its position. I did that and the little click came back.
    I had thought locking was different from turning off. I thought that if you locked the iPad 2, then you needed to enter a password to unlock it. That's why I didn't think that iPad Cover Lock/Unlock was the setting I needed to change.

    Depending on your Settings this is normal behavior. Check the Settings app as JimHdk suggested.

    it depends on when you bought the smart cover -Apple changed the polarity of the magnets on the new iPad - Smarcovers bought in late 2011 or 2012 should work - those bought before then will not - for awhile Apple was offering exchanges for free on smart covers that dont work on the new iPad - dont know if they still are - you can call an Apple store or Apple online

    I notice that the smart cover magnetically attaches only on one side of the ipad. However, i on a number of occassions left the smart cover in a position where it made contact with the other side of the ipad where it doesnt magnetically attaches. When this happens, the screen blanks out for a moment, until i get the smart cover out of the way.     I'd take it into my local APple store and have them look at it. There may be something wrong inside your device.

    I am talking about so-called third party cases like from Zenus, not on apple smart covers. If they happen to have the wrong polarity, you can just trash them. But maybe apple has a deal with them, so that they can sell yet one more. And i guess then they reverse polarity for the next model... Extremely annoying, and, I repeat myself, extremely customer unfriendly product policy.

    The setting for iPad cover lock/unlock is in settings > general for iPad 2.
    The iPad 2 and new iPad if both are using iOS 5.x or later the setting exist in settings > general.
    So, if you worked at an apple store I think you should have known that the setting exist.
    You are right, a hard reset (force restart) should only be used if iOS device is unresponsive or apps crashing...etc.
    But, a simple restart helps as well.

    The smart cover puts the iPad to sleep when it's over the screen, as soon as you lift it up it turns on. You can also use it to prop up your iPad

    to be fair, apple gave me a new ipad and a new smart cover, but im pretty sure this will happen again.

    The Smart Cover will provide no real protection against falls. Only a case will provide much protection, and then only a case that provides significant padding or other shock protection, cases like the Otterbox models.
