Settings > iTunes and App store > Apple ID = Sign Out... Then Sign In using the preferred Apple ID.
It should be Noted that anything Downloaded with a Particular Apple ID is tied to that Apple ID and Cannot be Merged or Transferred to a Different Apple ID. -

Well i already took my parents credit card off of my itunes
When you deleted your parents credit information did you select None?
Go back to Payment Type select the Edit button. Select None then click Done. -

I see you posted this in BASIC phones - what phone do you have? Perhaps it's not capable of running the apps you are trying to download? Maybe there's not enough memory to install the app?

Every time I try to download a game or app my iPhone says error message purchasable items too big for download. I even changed my billon information. Anyone know what the problem might be?
Connect your iPad to iTunes on your Mac/PC and then go to your iPad's summary window. Then click back up if you want to back up your iPad first. After that click restore. Later it will ask you if you want to setup the iPad as a new iPad. Select the option to setup your iPad with your latest back up.

Try to set it up as new device, explained here:

Start without using the backup after the restore process, to rule out a software problem.

I can't download any app. And it tells me that my apple I'd was not yet used in iTunes store and when I I try to log on my existing account it answered I have to update the latest version of iOS...
