Exception for HTTP over non-standard port

Question

I have two questions. First, I am using iManager to manage the filters, is
there a special procedure to go through to make filter exceptions active?
Second, I have a new piece of networking hardware with a web interface that
is outside the BorderManager firewall. I need to craft an exception for
this. I've tried using the port it is set to use and I have tried the "any"
service and I'm just not getting ti to work. What am I missing?

It should be pretty immediate, but relies on the server holding a replica of
the OU that holds the filters (nbmrulecontainer) to pick up changes.
I much prefer to use FILTCFG on the server itself to make changes, and they
are immediate then.

What port is it using?
If you unload IPFLT (drop filters), does it work then? Perhaps it doesn't
like being managed through a proxy, or you have to add filter exceptions, or
also bypass proxy.
