Please be aware that you are not communicating with Apple when you post in these forums. These are user-to-user support forums, so in almost all cases the only people who will reply to your posts are, like me, your fellow users.
As to whether you can work with Apple via email on this issue I can't say for sure, but you can contact them via this web page:

and see if they can help. It's mostly going to be an issue of you being able to prove to them that you are the account owner.

You won't be able to view and/or change your rescue email address until you can answer your questions, if you can't remember it then you will have to contact Support in your country to get the questions reset.

Even if I'm not despertate, creating a new Id is good Idia. But I think I must create another email address also since I can't use the first email adress as an apple id for the new one. If you aren't receiving the email to your rescue email account (and you've checked the spam folder on the account as well as the inbox, and tried clicking the reset link again) then you will need to contact iTunes Support / Apple in your country to get the questions reset.
