Just in case, let's try a standalone AppleSoftwareUpdate.msi install.
Download and save a copy of the iTunesSetup.exe (or iTunes64setup.exe) installer file to your hard drive:
http://www.apple.com/itunes/download/
Download and install the free trial version of WinRAR:
http://www.rarlab.com/
Right-click the iTunesSetup.exe, and select "Extract to iTunesSetup". WinRAR will expand the contents of the file into a folder called "iTunesSetup".
Go into the folder and doubleclick the AppleSoftwareUpdate.msi to do a standalone ASU install.
(If it offers you the choice to remove or repair, choose "Remove", and if the uninstall goes through successfully, see if you can reinstall by doubleclicking the AppleSoftwareUpdate.msi again.)
Does it install (or uninstall and then reinstall) properly for you? If not, what error message do you get? (Precise text, please.)

Perhaps let's first try updating your Apple Software Update.
Launch Apple Software Update ("Start > All Programs > Apple Software Update"). Does it launch and offer you a newer version of Apple Software Update? If so, choose to install just that update to Apple Software Update. (Deselect any other software offered at the same time.)
If the ASU update goes through okay, try another iTunes install. Does it go through without the errors this time?

Ok, Below is what worked for me somewhat.
Okay ... try downloading and saving a copy of the iTunesSetup.exe to your PC from the Apple website:
http://www.apple.com/itunes/download/
Now download a trial version of WinRAR:
http://www.rarlab.com/download.php
Open the iTunesSetup.exe with WinRAR, and try to run the standalone install of Apple Application Support from the AppleApplicationSupport.msi you find in there.
It works now BUT there are still problems. It is not allowing or recognizing my Cd/DVD player and i CANT burn. Looking still for this fix.

I had itunes set up and working since i have had my iPhone and iPad. One day it asked to be updated, so i did. After it updated it stopped working because whenever i tried to open it it would say "this shortcut has either been deleted or moved would you like to delete this shortcut". Apparently it's an itunes issue. I just tried to update and got the same issue. Called att to activate my iphone 4s and they say they can do the swap but apple is telling them itunes is down atm. So will have to wait
