Have new hard drive... previously had IE, but not on this PC. Saved "Favorites" to a file and would like to get them into Firefox

would like to import IE "Favorites" from a file I have stored

You should be able to import them into Mozilla Firefox using the Bookmarks dialouge window.
In Firefox, go to the Menu bar and choose Bookmarks > Show All Bookmarks. Once the dialouge window has popped up, choose Import and Backup. Now, choose the appropriate option and then browse for the file you saved using Internet Explorer.
I hope this heled you out.
Sincerely,
Chris
