    The problem was solved today.  Here's the full story.  I'm a Mac user.  At first I installed Lightroom CC on my iMac (desktop).  I had this problem so I called Adobe, and was referred to a "special unit" .  After about an hour the tech solved it for me ... we did a screen sharing and she took control of my computer for a loooong time.  Because of language difficulties, at first I wondered if she knew what she was doing but she eventually solved it.  Although she couldn't explain exactly what she was doing, she summarized it by saying "it was a permissions problem."  I asked if I would have the same issue later when I installed it on my laptop (Macbook Air).  She said probably not.
    But I did.  The same internal error popup arose on launch and launch did not complete on my laptop.  I tried chat but no joy so I eventually called Apple Care.  I had noticed that on my laptop (and the iMac for that matter), that there was no Library folder after my user name.  The Apple tech explained that the Library folder is actually there but it is hidden because it's very easy for users to do some very nasty things to their computer by going astray while in the Library folder.  The folder is actually there, but they hide it.  I did remember seeing that the tech helping me with my iMac had typed the work "Library" while she was controlling my computer.  Basically she had activated the hidden Library folder so she could open the path that Lightroom was trying to follow to create that "Develop Presets" folder.  For some reason, the inability to create that folder in the launch process was preventing launch from being completed.  The Apple tech said she didn't actually have to do that and activated the Library folder by use of the Go selection on the menu bar.  Anyway, once that complete path was replicated and opened, the next step was to go to the Lightroom Permissions field and add my user name to the user categories already there and enable "read and write" permissions to my user name.  Once done, I shut down my laptop, and then rebooted.  I launched Lightroom and then boom, voila, heavens to betsy, etc. it launched and suddenly a dismal weekend turned into a great one. 
    I am not a geek, so I hope this makes some sense.  I also hope Lightroom launches again tomorrow and beyond!

    Try deleting the cache associated wi the App Store.
    Quit the App Store if it's open.
    Now open the Finder. From the Finder menu bar click Go > Go to Folder
    Type or copy/paste:   ~/Library/Caches/com.apple.appstore
    Click Go then move the Cache.db file from the com.apple.Safari folder to the Trash.
    Try the App Store.

    They had me contact the iTunes Store instead of the App Store because they said that was the technician I needed. The iTunes Store rep told me there was no issue with my iTunes account and told me "The issue could have been temporary, related to your internet connection, your local network, or your computer itself."
    This issue has been happening for a few months and as I said above, Apple Care said it was not my computer.

    This error occurs when the SLStore Folder is set to read-only. To resolve it, remove the read-only check from the SLStore folder (Windows) or give it read/write access (Mac OS). step in the link above.

    When opening the program LR 5 encounters an error when reading from it's preview cache. It says it will correct the problem when it re opens. Why does this happen and how do I correct it?

    It means there is an issue with the preview cache.
    If it persists after closing and re-opening Lightroom then you will need to delete the preview folder.
    There is no permanent harm and Lightroom will regenerate the previews on an asneeded basis or the whole image collection if you ask it.
    The previews folder exists in the Lightroom folder and has the name "Your catalog name PREVIEW.LRDATA".
    Make sure it is the the correct folder before deleting it.

    I own Photoshop Elements 12 already and have used it plenty of times since purchasing it, but when I tried opening the program today a box pops up and says that I have a 30 day trial of Photoshop Elements 12 and that I can start the trial or buy it. I haven't done anything different to the program except for installing actions, but I've done this before without any problem. I don't want to lose my second download (just in case I have to put the program on another computer and then end up having to buy it again if something else goes wrong). What could be going on and what can I do to fix this?

    It isn't giving me the option to sign in on the pop up. I even clicked on the organizer (which I sadly never think about using) and was able to sign in that way, when I clicked through the organizer to go to the editor after signing in, the same thing continues to happen-- same pop up telling me I have a 30 day trial.

    Can you check the ULS logs to find what is the error. The default location of log files will be C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\12\LOGS for MOSS 2007.
    If is allowed for you to change the callstack and customerrors mode setting in the web.config then change those values to see the error.
    Find: <SafeMode CallStack="false" />
    Replace with: <SafeMode CallStack="true" />
    Find: <customErrors mode="On" />
    Replace with: <customErrors mode="Off" />
