If you would like to sync your iCloud photo stream to your PC, you can set up iCloud using these steps:
Set up My Photo Stream
Your new photos appear automatically on the iOS devices, computers, and Apple TV you set up with My Photo Stream, no matter which iOS device or computer you use to take or import new photos. For system requirements, see the Apple Support article iCloud: System requirements.
On a Windows computer
Install the iCloud Control Panel if it isn’t already installed on your computer.
Open the iCloud Control Panel, then turn on Photos.My Photo Stream is set up by default. To turn it off, click Options, then turn off My Photo Stream.
To change the iCloud Photos location on your computer, click Options. Click Change to choose a folder, then click OK.
Click Apply.

If older photos are missing it may be because photo stream photos are only held in iCloud for 30 days. After that they are removed from iCloud but will remain (up to 1000 photos) on your device until deleted. Also, only photos taken after enabling photo stream are added to your photo stream, and only when the camera is closed, your device is connected to wifi and you have at least 20% battery life remaining.
To transfer the missing photos you can either create a shared photo stream containing them and invite yourself to it (see http://help.apple.com/icloud/#mmc0cd7e99), import the photos to your computer and sync them to your iPad, or use an app like PhotoSync to transfer them to your iPad over wifi.

Where, exactly, did you read anything from Apple that suggested that iCloud Photostream was permanent storage?

Photos from my computer have duplicated into a album on my ipad, how do I delete the duplicated photos from my ipad2

Photos that I sent to my ipad2 from my computer have gone into the album i wanted them into but also into another album how do I delete the photos that have gone into the wrong album ?

If the photos are in both albums on the iPad are there as the result of you syncing with iTunes, you have to remove the album that you want to delete on the iPad - from within the main photo folder from which you sync your photos - and then sync again to delete that album on the iPad.

I saved everything in icloud before I totally reset my phone. Is it still possible to see my photos from itunes?

I would not expect anything to download, since streaming only starts when you turn on photostream on the device and you just turned it on. Once you make first picture it will stream right away. Check out photostream FAQs.

in order to get all pictures from old phone, you need to create old phone back up and restore new phone from that back up.
Check out instructions.

You will find two sets of insturctions - by using icloud or itunes.

You cannot view what photos are backed up to iCloud. If you have Photo Stream turned on, you can see what was uploaded in the Photos app.

I'd like to get some of my memory back on my iPhone. I have lots of room on my ioud account but I'm not sure how it works. If I delete photos from my phone will they subsequently delete from iCloud on my next backup. And if not, how do I then view all of my iCloud only photos?

icloud storage will not help. if you want to free up space you should import the photos to a computer.

Being able to back up to the cloud can be very useful, especially if you don't have access to a computer or have infrequent access to one, however unless you specifically need to use iCloud for back up, you will find backing up to iTunes significantly more convenient and possibly more reliable.
