You go to https://iforgot.apple.com/appleid if you don't remember the ID.
If you know the ID but not the password, you go to https://iforgot.apple.com and reset it.
If you can't do either of those, you call Apple and speak to someone in account security.

To change the iCloud ID you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iPhone, then sign back in with the ID you wish to use. If you don't know the password for your old ID, or if it isn't accepted, go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iPhone on your device, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Most likely it is blocked on server level, you need to go to account settings and unblock everything that has word apple in it. Also just to make sure, verify that you didn't misspell your e-mail address.

Someone stole my iPod and put a password on it, not I got it back and cant get into it

If you have Find My iPhone enabled, you can use Remote Wipe to erase the contents of your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset the passcode after the device has been erased.
Alternatively, place the device in recovery mode and restore it to erase the device:
Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to shut down.

Go to icloud.com & erase the iphone through the Find My iPhone feature on the website. It will disable the feature to be able restore it. Also with doing this it will then remove the passcode lock that is currently on the device as well. If there is the activation lock on the device you will need the apple id & the password to continue with accessing the device.

I tried setting my home page many times and it does not carry at restart. I followed the intructions. My home page keeps going back to some old setting.

I set my home page on multiple (5 or 6) web sites. As long as I do not close the session I do not lose it. But if I close the session and start over, my settings are gone and my home page is set to some bad URL I acquired during installation.
