All Apple iTunes Store accounts must have a valid form of payment set up. Even for free apps and updates. The Payment Declined message comes from your card issuer or payment source; Apple is just a pass-through for the message. You need to find out why your issuer is declining your card.

Normally you would go back to the store from which the card was purchased and get them to handle the problem, but since this was a gift, that's probably not possible. Go here:

If I understand you correctly, you are expecting to make a partial payment toward a balance you own, and I don't think it works that way. You'll probably have to purchase another iTunes card so that the total amount you redeem between the two cards is more than the amount you owe before anything will register.
If after redeeming another iTunes Store card you still show the balance - it doesn't get cleared - then contact the iTunes Store and explain the situation:

I just uploaded a iTunes card for $25 and the balance is showing to be 19.66. It was never used. I just redeemed the card for my kids.

It's possible that the previous balance was overspent and so there was an amount owing. Go to the Purchase History and review your purchases to make sure that you should indeed have the full balance left you think you should. If you confirm that you should have a $25 balance left but the iTunes Store isn't showing it correctly, go here:

You can also check the host files & find if Adobe has been blocked or not.
Windows: Start >>Run>>Drivers>>etc>>hosts(open with notepad)
Macintosh: Click on Go---Go to Folders---/etc---Hostsrunor host
If you find any Adobe entry please remove it & make the host file free of Adobe entry. Please try to launch then.

Maintaining seperate iTunes libraries for portable and home use

I have a Buffalo NAS with a 2GB Hdd currently installed which I going to move my media to including my iTunes library. I would like to have it so that I have the master version of my iTunes library on the NAS (which will be backed up to an external 2GB USB HDD) that any of my three Windows machines (two laptops and 1 desktop) can access directly when on the network and on the two laptops a cutdown version of the iTunes library as well stored local on the laptop's HDD for any music and other media for when I am not home to able to access and to sync any changes to and from in the music part of the laptop's cutdown library (if I happen to purchase any music when I am away without having to sync via iPad/iPod) or add/remove any extra media to the cutdown version from the master library without deleting it from the master library on the NAS.

I just let my RAW and JPEG and TIFF all live amicably in the same catalogue. :) I reckon that file type alone isn't sufficient reason to segregate my images.
As to backups, if you feel that you have enough copies of your data, you have enough. Unless, of course, you only have one.
