Although your profile says you're running iOS 5.1.1 it sounds like you're running iOS 7 (otherwise you would not need your password to delete the old account). I'm not sure you realise where this is going. It should be able to be used, even if the OP has forgotten the password to that account as well as their password to the Apple ID and all the security questions which are questions about them, there is no reason they shouldn't be able to reset their hotmail address receive the reset mail from Apple and unlock their account.
