First make sure you are searching the name correctly.
If the app is no longer in the App Store it is no longer available for download. This happens when Apple has found the app violates the agreement with the developer or when the developer no longer wants the app listed in the App Store.
If the app is truly no longer in the App Store your only option is to copy it from iTunes on the computer you normall sync with.

What do you mean by having no access to those apps? Can you start up your Mac and work with it, and only some OS X apps do not work?
Anyway, what you can try is to reinstall OS X. To do this, hold Command and R keys while your Mac is starting up and reinstall OS X. You will not lose any file.

Your profile shows you are running LIon v10.7 so you should be able to launch the App Store from your Apple menu > App Store, or from your Dock, or your Applications folder.
If you can't locate the App Store, installing the OS X Lion Update 10.7.3 (Client Combo) will reinstall the App Store for you.

I am running a Macbook Pro (retina). Lately when I launch App Store and click on Updates the software updates for the software on the Macbook do not show up under the Updates tab. However, when I go to the Purchased tab I see there Update buttons next to programs that have updates ready to download.
How can I re-set the App Store so the Updates will again appear under the Updates tab?

Sorry, but I don't believe there is way that you can. You'll just have to make sure to read the minmium requirements of any App you are about to purchase to ensure that it is compatible and will run on your iPod Touch running iOS v3.1.3.

I have a lot of "garbage" apps that i want to delete from the purshased list in the app store(iphone) in the update menu, now my list is huge (a lot of garbage free apps i have installed in the past), now if i want to search a deleted but purchased app i have to see ALL THE ENDLESS LIST !!

I know that you can use two credit cards to pay an item but the problem is that i can only put the billing address of just one of the credit cards, and since the two cards are from different people (my parents) i can't do it. They live in the same place so i don't know if i should just put one of the billing address.

Unless it is a 3rd party cord, there is no cord that just goes from the phone to the wall. However, you will need a cord that connects to the computer and the phone. The App Store can't be deleted. The icon may have been moved to another page or placed in an App folder. Do a search for the icon.
It's also possible that a restriction on the App Store has been created. See Settings > General > Restrictions.
