How can I make a "glowing" effect?

This seems a bit ridiculous. I work with premiere all the time, and I know I've seen this a million times before, but I have no idea how to create it. I have a beauty shot of a product and I want the footage to "glow", I used to do it all the time for Deja vu stuff when I was in highschool, but that was in iMovie and it was just a drop in effect.
What does premeire have that can create a similar look? I've tried a few plugins but I have yet to find anything that works. First time I've needed this look in about 4 years

I have done similar with Titles, where I use Gaussian Blur, and some extreme Color Correction to create an "outer glow," behind the Text.
It would be easy to do similar, and either Key around your product, or use a Track Matte Key to limit that "glow" to be where you want it.
The Effect is somewhat similar to the Outer Glow in Titler, but with much more control, and the one difference is that with a non-Text image, you need to remove background from that footage, around where you want the glow to show.

PS - depending on your product, you might be able to just use one of the Garbage Mattes, to do the work of eliminating some of the background. That would save having to work with Alpha Channels, but if the product moves, then Keying would be the way to go.

I would make several copies of the original artwork. On each copy, section the individual areas to be gradients. It looks like you have at least four gradients, both linear and radial. I've been looking all around the Internet for some sort of Tutorial for how to make a "Pokeball Effect", I've also tryed, without luck, coming up with something myself
I've tryed CC Light burst, Light Sweep, Light Rays, etc..

If you are looking to recreate this:
You need layers not a plug-in applied to a single layer. There are blend modes going on here (add and maybe screen) some blurring, and animated shape created with a mask or a shape layer, opacity changes, some light bursts. I would start with a master animated shape, duplicate it 3 times, blur the top copy a lot and experiment with blend modes to get the red glow, add a blur and a light glow to the second layer and experiment with blend modes, and add some simple particle effects to the third layer.

You can put a solid line around a selection using the edit>stroke function. There are different ways to get the stroke line to glow, some depend on which version of Elements you have. Here's one way:
1. Put the object you want to have a glow on its own layer.
2. Create a new layer below the object layer before you start and make it the active layer -- this gives you more flexibility as you create the effect.
3. Select the object within the image that you want to put the outline around before you go to edit>stroke. Cntl-clicking the object layer is an easy way to do this.
4. You can vary the width of the stroke and how it is positioned -- for a glow, I'd choose centered. Pick a glow color.
5. With the stroke layer active, use the gaussian blur filter to fuzz the stroke into a glow.

GB for iPad doesn't have volume automation, you'd need to import the project into GB on a Mac to create the fade with a volume curve.
as an alt, finish your song and export the audio file, then import the audio file in an audio editor and create a volume fade with that:

I am making this scene in stop motion lego. How can I make this scene, the shield vs smoke and the flaming figure, including the shots that zoom into Sauron's mouth. How do I do these shots? I am new to after effects. I have done basic smoke before, but nothing like this. I've done snow and green screen and fire, but I'd just like some help. Thank you I have CS6

There is no plug-in or button, only careful planning based on knowledge of the process of combining layers of images into a final image. Every element in a composite is a separate layer. If you are new you need to do some basic research. There are lots of books out there that will show you the theory. Once you get some knowledge you can start breaking down a shot like this:

If your original footage contained the background, the rock, the actor, and the branches then your first task would be to separate each of those to a separate layer. Then you would create or shoot the smoke and lighting effects and start building the layers. You then would modify the masks and effects on each layer to create the light wrap and look of the atmosphere using blend modes. Then you would add color grading effects or overlays to simulate the lighting in the shot. If you were really doing a shot like this you would probably add some lighting cues on the set to help sell the idea that a bunch of energy was lighting up the actors face. Like Mulenium said, there may have easily been fifty folks working on this shot for several days. It's completely unreasonable to expect that you can just add a plug-in and adjust some sliders to create the effect. Every composite requires you to separate elements into layers and then sandwich the elements you need to create and sell the effect you want to sell.

There are a variety of ways to go about creating effects. YOur best bet at finding how to do them is two-fold...
1) search the internet using terms relative to what you want to learn... something like "Flash fireanimation tutorial" or "AS3 Snow tutorial"
2) invest alot of time and effort at learning how to use Flash
The second is the most important
If you look closely at the first example you point to, you will see that it is all somewhat simple repetitive animation... the smoke repeats and even the tiny specks repeat. So the approach for this one basically takes drawn elements, such as the smoke and the sparks, and just continuously plays them over and over.

How can I make the combo box turn to the value of black.

When the show button is pressed (and not before), a filled black square should be
displayed in the display area. The combo box (or drop down list) that enables the user to choose the colour of
the displayed shape and the altering should take effect immediately.When the show button is pressed,
the image should immediately revert to the black square, the combo box should show the value that
correspond to the black.
Now ,the problem is: after I pressed show button, the image is reverted to the black square,but I don't know

OK, I understand what you mean now! I assumed you were asking about the normal Fade In or Fade Out using the transition from the Transitions panel. But I guess you mean the Fade function specific to a Cutaway. When you double-click on a Cutaway the Inspector opens. Here you can set the Cutaway Fade duration. But as you say, it only provides for both fade in and fade out as one operation - you can't set the fades individually (it's both or nothing).
BUT, try the method outlined by Karsten Schluter above. It will give you the same effect and will enable you to fade either side of the Cutaway (or add other transitions).

How can I make a photo that is 10 x 6.6 to 10 x 8 without changing the image in Photoshop CS3?

I could be snarky and say change the image in a different version of Photoshop, but NO...
The only way to make a photo that is one size into another size is to change the image. You have a few choices about how to change it:
One way is to simply expand the height from 6.6 to 8 inches using Image>Canvas Size, using the default setting of having the image centered and leaving the background either black or white, your preference. This will add background color to the top and bottom of your image. This won't change the image itself, but it will change its surroundings.
Another way is to resize the image using Image>Image Size, entering the new dimensions after turning off the aspect ratio lock (resample on). This will stretch the image vertically, however, so it's probably not a good option.
Finally, you could resize the image using Image>Image Size, leaving the aspect ratio lock on and resample on, and increase the height from 6.6 to 8. This will have the secondary effect of enlarging the width from 10" to a greater width. Then you crop the resulting image back down to 10" width, which involves losing some edge areas of the image.

The above XAML define a listbox with the properties I mentioned in my previous post. There is a listbox with an ItemTemplate (define how each item should be displayed) and a definition of how the layout
should be done (ItemsPanel). The is also a style which uses datatriggers to show/hide your scrollbar. If you have questions about what I presented please ask but I would ask that you try it first so that you can see how it looks .
