Is the app not working as described ? All purchases are considered final, so if the app is working as described then you are probably unlikely to get a refund.
If it isn't then have you tried deleting and redownloading it via the Purchased tab in the App Store app on your phone, and if that hasn't fixed it then you've tried contacting the develeper ? It's possible they'll make an exception for you. An exception is more likely if the app is defective in some way or doesn't do what the developer advertised and the developer has been unable or unwilling to help you.

You can't gift it, gifting can only be done from within the store, not from within your library.

Yes, I was referring to the iTunes ID not needing to be the same as the ID used for iCloud. In order to set up an Apple ID your children will need to have a valid email address that can be verified by Apple. Apple requires this so they have a way of contacting the owner if there is a problem with the account, such as when you may need to reset the password on the account. When you set up the ID, Apple will send a verification email to this email account and you will need to click on the verificating link in the email to complete the process. If they don't currently have an email account you can just set one up with gmail or another free email hosting service. They don't have to use the account but you will need it to set up the ID.

No, you cannot get your money back.
If you have tried the basics restart, reset, restore, then make an appointment at the genius bar. If the iphone is defective then they will replace it.

I didnt have money in my account connected to my itunes and one of my friends bought an app without telling me. It went through, and it says i owe money is there anyway i can return the app and fix this mess.

I don't believe so - especially if the app has been downloaded. If the purchase price is credited to the app developer, you can't return the app since it was downloaded, and there is no way to confirm you have deleted the app preventing its use if credited the purchase price.

You can't delete any of the pre-installed apps. Try a reset:
Press the sleep/wake button & home button at the same time, keep pressing until you see the Apple logo, then release.
If that doesn't change things, a restore from backup is the next step.

But, frankly, I don't think that simply reinstalling the old Safari will work because of all the peripheral, under the hood changes that happen when you upgrade from one version of Safari to another. Reinstalling 5.1.10 may be insufficient to turn back the clock. (This is the moment where a Time Machine or another form of full backup would save your bacon.)
While you're getting a copy of Safari 5.1.10, get a copy of Firefox (https://www.mozilla.org/en-US/firefox/desktop/), too, so that you have an alternate browser to use as you're sorting matters.
