You can only get the the iCloud files if you are on an iPhone and are restoring from a backup.

Thank you for helping me. Technology is not my strong suit. I will explain how I got into this situation and then maybe there is another way to recover these photos:
I finally decided to upgrade my unlocked Canadian iPhone 3 to a 4S here in California.
The AT&T store personnel had a hard time getting the photos from the 3 to the 4S directly so they downloaded the photos from the 3 onto a computer and then to the 4S. I apologize, I'm not sure how to see if the photos are in the Photo Stream but I know they were on the Camera Roll.
After getting home, I was having issues downloading from iTunes. I think it was because the 3 was originally from Canada so the 4S kept sending me to the Canadian iTunes store when trying to log on. We decided to wait and take the phone to an Apple store to get help however the phone was stolen shorty thereafter.
A couple of days ago we bought an iPad and thought we should try and recover the photos from that phone. We had some friends who live in Canada access the account and switch it over to recognize that it is a US account.
My wife did set up iCloud on the 4S. So we assumed the phone was backing up everything, including the Camera Roll, when charging. Possibly not so.
My wife is pretty sure the photo stream was on as we didn't change any of the settings after getting it.
I would appreciate an ideas you may have.

Restore from iCloud Backup
1. Erase all contents and settings (Settings>General>Reset>Erase all content and settings)
2. You'll be asked twice to confirm
3. You'll see Apple logo and progress bar
4. You'll see a big iPad logo on screen
5. Configuration start
6. Set language
7. Set country
8. Enable Location Service
9. Select network, enter password and join network
10. You'll be given 3 options (a) Setup as New iPad (b) Restore from iCloud Backup (c) Restore from iTune Backup
11. Selected Restore from iCloud Backup
12. You'll be required to enter Apple ID and Password
13. Agree to Terms and Conditions
14. Select Backup file
15. You'll see progress bar
16. Red slider will appear; slide to unlock; step #1 to #16 is fast
17. Pre-installed apps will be restored first
18. Message: Purchased apps and media will now be automatically downloaded
19. You'll see a pageful of apps with Waiting/Loading/Installing
20. When the restore process is complete, your device will restart. You should connect the device to iTunes to sync data not contained in the backup (such as music, videos, apps, and so on). -

I would also check to see the backup dates in iTunes and if the backup is located on iCloud instead of iTunes.

The only way to access iCloud backups is to Erase all content and settings, go thru the setup assistant, and when prompted to restore from iCloud backup - choose that option.

Trying to choose iCloud backup on my new phone as I lost my previous one but it states"no iCloud backups are compatible with this version" therefore I can't set up my replacement phone! Any suggestions
You can't restore a backup that was made on a device running a more recent version of iOS. If your replacement phone is running iOS 6.0.1 and the one you backed up was running 6.1.2, for example, you would have to update your replacement phone before you could restore to the backup. If this is the case, update your phone by connecting it to your computer, and selecting Check for Update or Update on the Summary tab of your iTunes sync settings, update the phone and set it up as New. Then go to Settings>General>Reset, tap Erase All Content and Settings, go through the setup screens again and choose Restore from iCloud Backup. You should then be able to restore your backup.

I Have just bought an iPhone 6 and want to restore my iPhone 4s via iCloud backup to the new iPhone 6. The setup of the iPhone 6 halted because according to the new phone it has iOS 8.1.2 whereas the backups were stored using iOS 8.2 following my updating of the iPhone 4S recently. How do I jump through this hoop? How do I update the new phone to iOS 8.2 without serring it up first? Anyone, please help?
Update the new phone to the same version that has been used to create the backup. In your case, the new device has to run 8.2 to be able to use the backup made with the other device.
Setting it back to factory settings will install the newest version and after that you can use the backup made under 8.2

I recently upgraded my 3gs to iphone 4s, and I wanted to sync the data from my old phone to my new phone. Is there a way i can directly sync the data from the 3gs backup in the iCloud to the new 4s? It would save me a lotta trouble.
Better to transfer data from iPhone to iPhone then setup iCloud.

hello everyone
unfortunatly my daughter broke me previous iphone which had my original icloud account with everything on it, my new phone has a newicloud account automatically made which has no data on it.
i know the details of my previous account and have re added it to my new phone however even if it change my settings to that account it says that it is not my main account therefore my backe up data from the original one cannot be restored.
my question is how do i make my original icloud account on my new phone my main and only one, i thougt that was the reason icloud was invented to be use as a whole on different phones.???
thanks guysDid you delete the account that was automatically set up on your new phone before signing back into your old one? If not, go to Settings>iCloud and tap Delete Account at the bottom. Then set up your old account and turn your data syncing back to On. (When prompted, choose Merge.)

You weren't prompted to transfer an available backup from iTunes on your computer or via your iCloud account when going through the iPhone set up assitant the first time the iPhone was powered on?
If not, you need to restore the iPhone with iTunes selecting to transfer your iCloud backup when prompted. -

you will want to go to settings>general>reset>erase all content and settings. this will take you to setup assistant again to choose icloud backup.

After you do the steps Janessa provided you, when the setup screen comes up after you restore the device, you will have to choose "Restore this Device from iCloud", and that will allow you to get all the information you have backed up on iCloud, and like Janessa said make 100% sure you 1, have a backup in iCloud, and 2, The backup in iCloud is somewhat up to date -
