How do I get my account Itunes account credited for incorrect charges?

Today we received an email invoice from iTunes for $699.99.  It says it is for a postcard.
There is no phone number on the invoice however it does have a link to click on for  for "questions".  A link to "cancel order" and a link that says "not your order".  
How do you report this or get in touch with Apple?  I have called Apple and the recording directed me to the website - so I went  on to the Apple Support page and I type in my question then it comes up with things to do to protect my security with no contact information.
I am frustrated to say the least.  I have not click on the links for fear it may be a virus.  Sure looks real though.
Maybe this is a scam.  I don't know but it looks real.  Does anyone have a contact or 800 number.  Thanks.

If your account was partially disabled for security reasons, use iForgot (http://iforgot.apple.com/) to reset your account. This will restore your access to the disabled services.
