If you still have the crashed Win computer, you may be able to recover your music and movies from the hard drive. If you have a friend with a hard drive USB connection kit and a PC, they should be able to help. Otherwise, check locally for computer services that might do that for you (I think Best Buy Geek Squad may be able to help). If the drive itself is in good shape, it shouldn't be too expensive.

You only get one download of music and videos and it is up to you to back it up. Music, videos and the apps themselves (app data is) are not part of the backup and is synced to your iPod at the end of an update. It appears the the apps and music were not in your iTunes library and thsu would not be restored to your iPod.

Empty/corrupt library after upgrade/crash
Hopefully it's not been too long since you last upgraded iTunes, in fact if you get an empty/incomplete library immediately after upgrading then with the following steps you shouldn't lose a thing or need to do any further housekeeping. Note that in iTunes 11 an "empty" library may show your past purchases with links to stream or download them.
In the Previous iTunes Libraries folder should be a number of dated iTunes Library files. Take the most recent of these and copy it into the iTunes folder. Rename iTunes Library.itl as iTunes Library (Corrupt).itl and then rename the restored file as iTunes Library.itl. Start iTunes. Should all be good, bar any recent additions to or deletions from your library.
Alternatively, depending on exactly when and why the library went missing, there may be a more recent .tmp file in the main iTunes folder that can be renamed as iTunes Library.itl to restore the library to a recent state.
See iTunes Folder Watch for a tool to catch up with any changes since the backup file was created.
When you get it all working make a backup!
Should you be in the unfortunate position where you are no longer able to access your original library, or a backup of it, then see Recover your iTunes library from your iPod or iOS device.

Without knowing all of the information we can only guess .... And my guess would be that you did not have the apps selected to sync from iTunes on your computer. If the apps are in iTunes on you computer, select them to sync and sync again.
Connect the iPad and sync again - if you auto sync. Then after the iPad syncs the first time - leave it connected to the computer and select the iPad from the left sidebar under the devices heading. Click on the Apps Tab in iTunes. Select each app (click on the boxes next to the names), then click on the Apply button in the lower right corner of iTunes. Make sure that the Sync Apps heading is checked as well.
If the apps are not in your iTunes library - if you had never transferred the purchases - you will have to download them again via the purchased tab in the App Store on your iPad. Make sure that you use the same ID to redownload the apps that you used to buy them with.

When you connect the iPod to the computer either by wifi or USB, and click on the iPod under Devices in iTunes you will go to the various panes for the iPod. There are labled near the top of the screen from Summary, Info, Apps, Tones, Music, ....... Clcik on the lable to acccess/show that pane. If you click on the Muic pane there is check box for Sync Music. Under that there are circles for that yu dot with yur cursor to:
Sync the "Entire Library"
"Selected playlist, artists, albums and genres"
And a check boxrs for:
Including music videos
Include vice memos
You want to sync "Selected playlist, artists, albums and genres"
The Apps pane is sumilar.

The apps can be redownloaded for free. The music you purchased from itunes can be transfered to itunes from the phone, just select transfer purchases in itunes by right clicking on Phone icon. Anything you put in itunes from a CD or other place needs to be manually put back in itunes.
Next time I strongly recommend backing up your HD so you don't have to go thru all these steps! The iphone isn't intended as a backup drive or storage device! if something goes wrong with it and your computer with no backup you're SOL!
