Stop using the drive immediately, un plug it.
Buy a copy of ProSoft DataRescue 4 and use it to search for deleted files.

    Is it dead or corrupt? There are recovery programs out there, however if your HD is head, paying pros to do data recovery is VERY costly.       Some have removed the platters and installed them in likewise drives that dont have head crashes, but torque tolerances are tight, and doing it right is a bit advanced and tricky for most. Ive done HD disk swaps 4 times and had success 3 of the 4 times. It requires cannibalizing another working HD.   In the future remember the golden rule, 2 copies is 1, and one is NONE.
    Its likely you could find a local computer repair station that can do it for you cheaply.  HD dont really "die", they have fried SATA bus, or crashed HEADS........the platters DO demagnatize over long time due to heat and degauss of the data (poor storage, etc).........but in specific, a HARD DRIVE DOESNT DIE ,.........only the flying head mechanisms that read and write the data, and SATA / bus that feeds the data DIES,.......but the data (unless corrupt or magnetically corrupted) is THERE

    Take a look at SuperDuper (link). This 'clones' any drive across to another; it should suit your needs just fine.
    Firewire drives with an Oxford chipset are recommended for PowerPC Macs (like the eMac and iBook) as you can boot the Mac from one to recover the system if the internal drive suffers any issues.

    Drag and drop or copy and paste files just as you would do with any normal Finder operation.
    The Time Capsule is located under the SHARED heading in the Finder.
    Click on the Time Capsule icon and double click the folder that appears representing the drive....named Data....unless you have changed the name......to mount the drive on the desktop.
    Drag/drop or copy/paste files to the icon on the desktop or to the open window there.

    If you don't trust the guy you had look at it take it somewhere else.  None can tell you over a forum post if a drive is dead or not.  More than likely yes the data is gone.  Also "the cloud" is a meaningless buzz word that should never be trusted.   And even if you had a back up service "in the cloud" would you want all your sensitive data being backed up on public servers you don't control?

    Select the drive and Finder > Get info and at the bottom "ignore permissions on this volume"
    You can copy the files, but the ownership on the files still belongs to the other user account, once your done copying, then perform a #6 Reset Users Permissions and that will set all the ownership to that account.

    Another method is to copy the entire folder, then change it's permissions.

    Expanding on what Niel said, a Mac can mount and read just about any hard drive from a Windows system. It can't write to an NTFS-formatted drive without third-party drivers, but it can read them. So as Niel indicated, you should be able to just connect the drive to your Mac and drag-copy over whatever you want. If you want to save things from the Mac to that drive, then it will need to be formatted either as FAT32 or exFAT, or if it's NFTS you'll again need drivers.

    Just a few song tracks, or your whole library?  If just a few tracks, drag them from the drive to the open iTunes library window or playlist window.  If your whole library drag the whole iTunes folder to your computer.  Hold down the option key while starting and guide it to the library.itl file in that folder.  If you need to merge libraries post back because that's a much longer post.
