How do I set up a new apple ID without losing data off one phone?

I have two iPhones (5) with one Apple ID.  My husband updated his phone to iOS8 last week and I did mine today but it looks like we have to set up separate Apple ID's in order for the phones to work properly.
General > Privacy > Location Services (off for now) > Share My Location <-- it's in here that it keeps showing his phone and not mine. I keep setting to my phone but it keeps reverting.
I also have an issue compounded to this - My Apple ID for some odd reason is set up to use HIS phone number and not mine. I can't seem to change that anywhere in the settings on the Apple site. Help here would be greatly appreciated.
The My Support Profile page will not let me update any of my device info. Hitting the save button just shows the 'working' circle graphic and it never actually stops and saves.
So, it seems that I need to create a new Apple ID for the other phone line and I am unsure how to do it.
Where on the phone I need to change do I log out of the one ID in use?
Should we start on Apple.com and create it all there first?  Then log into the phone? I am going to assume yes.
Same for iTunes - get Apple ID and then log into iTunes. That one is a 'no brainer'.
So, once the new ID is taken care of and set up, how does he not lose any of his current apps and music? Will it all be there or will he have to set up his phone all over again as if from new? What about all the purchased apps in iTunes he's bought with my ID?
Right now we feel kind of 'stuck' and afraid to use the phones until I know what to do to solve these conflicts.

I'm pretty sure if I need to use Find My Phone I can log in from any device into that stupid cloud as long as I have activated it on the phone first. Sometimes I do use that method when traveling but not for daily use.
We can share our iTunes products easily between the phones on both the computers.
I don't trust the cloud. You may feel free to do so but I won't and I won't buy a basic phone because of my mistrust. Although the stupid cloud claims your data is secure or encrypted etc, it's a database. Period. One giant database and SOMEONE has to have access to the information UNENCRYPTED to manage, restore etc. There ARE master users or whatever you want to call them and I'm sorry, I just don't trust. I also have a stalker and because of that I am extra cautious. Don't worry, he's already facing two felony charges and trying to worm out of a jail sentence.
My cell phone and internet provider promised me security and my email addresses have been sold to the highest paying spammer and I get HUNDREDS of spam emails daily. For the first two years I was spam free. Didn't even see that crap in my junk folder but the last 5 years it's increasing daily. Now how does that happen? Unscrupulous employees is my guess. Especially since I do not use my regular email address for things I know will generate spam. I'm very cautious of my privacy online. Very.
Thank you for believing iCloud is safe but you did hear about all those celebrities whose photos were hacked and stolen from iCloud, didn't you? THIS is (one of many reasons) why the cloud can't be trusted.

    You can create an Apple ID without a credit card, Create an iTunes Store, App Store, or iBooks Store account without a credit card or other payment method  but it is difficult to change the None option. You can add an iTunes gift card as a form of payment, but there needs to be a form of payment in an already created Apple ID. Sometimes, and not always, you can modify the Apple ID on the computer to select None, but it cannot be done at all on the phone.

    As I mentioned earlier, the main time when this becomes an issue is if you need to do something involving associating a computer with a particular AppleID.  Careful management of your collection should minimize this situation.

    There is no good reason to register your Mac anyway.
    You can opt out of the setup process and registration by pressing Command (Apple key) and the "Q" key.
    The registration process requires you to divulge a lot of unnecessary information.

    Welcome to the Apple community.
    You will need to save your photo stream photos, before you change your iCloud account.
    Navigate to the photo stream album and into the photo sheet view (the one with all the thumbnails), click on the small rectangle with the arrow on it, in the top right corner of the screen and then tap each photo you wish to save. Once you have selected all the photos you want to save, tap the save button at the bottom of the screen and choose a new album to save them into.
    Once you have done all this, you can delete your current iCloud account and enter your new one.

    First, there are apple IDs and their associated passwords.  You get the ID when creating a new icloud account.  You can also create an ID when setting up an iTunes store account.  You can have an icloud account and an iTunes account each using the same ID or different IDs.
    So the question is, the ID that you changed...  what process did you use to change it and to which account was that ID associated with?
    But.. to address your problem (you have one "old" ID for icloud that you have been using and now want to use a new ID - hence a new account), you must move your data from one account to another...
    When connected to the account you want to GET data from, Go to Settings>iCloud and turn all data that is syncing with iCloud (contacts, calendars, etc.) to Off. 
    When prompted choose to keep the data on the iPhone. 
    After everything is turned off, scroll to the bottom and tap Delete Account.  Next, set up a new iCloud account using a different Apple ID and turn iCloud data syncing for contacts, etc. back to On.  When prompted, choose Merge.  This will upload the data to this new account.
    Note that this only affects the "Apple data" like contacts, calendars, reminders, etc.  Many third party apps also use iCloud to store data files there.  These files may be lost in the process, unless the apps also keep the data locally on the device.
    NOTE:  Photos in the photo stream (if you use it) will not transfer to the new account.  It is advised that you save the photos to a computer before performing the account switch.

    You can create a new Apple ID for her and set it up on her devices for iCloud and iMessage. Then her contacts and things can be backed up to iCloud under her Apple ID, and her iMessages will also be separate from yours.
    You can, however, leave her iTunes, Music, and App Store with your Apple ID as before (you can use different Apple IDs for these different functions on iphones, ipads, Macs etc.). That way she keeps her music and purchases as before.

    Purchase made with an account remain permanently tied to that account.  You cannot split (or merge) accounts. She will have to re-purchase the items with her own account.  If we're talking a lot of items you might want to have that included in settlement papers.

    can't if you do not have access to the old library (the usual workaround is to backup the old library and import it to the new itunes)
    for important data...
    sync your existing contacts with icloud, your text messages will not be disrupted, music will sync with whatever music you have on your new itunes, photos shoud still be in the camera roll (I would sync them to photostream before you sync, just in case).   Any photos on your phone that are not in camera roll or photostream... if you lost those pictures with the computer crash I would take screen shots (lock button + home button at the same time) of each photo so they show up in the camera roll.  App data may or may not be lost.  In my experience, it depends on the app.  Some of the apps recognize your apple ID and sync data over the internet with servers, some do not.  I would take note of important data (such as passwords in a password keeper if you have such an app) just in case if you lose that data.
