This is one reason why maintaining a backup of all important data on your computer's hard drive is important stored on an external drive or some other external media used for backup purposes only which should include your iTunes library.
iTunes includes an option to transfer iTunes content that was purchased/downloaded from the iTunes store from an iPod/iPhone/iPad, but this is for iTunes content that was purchased from the iTunes store only.
First you need to authorize your new computer with your iTunes account with iTunes. With your iPad connected and without syncing, at the iTunes menu bar go to File and select Transfer Purchases From - the name of your iPad.
Before syncing contacts and calendar events with an empty supported address book and calendar application, enter one contact in the address book and one calendar event in the calendar application on your computer. This will provide a merge prompt with the first sync for this data, which you want to select.
Photos transferred from your computer via the iTunes sync/transfer process is a one way transfer process only. Photos transferred from your computer are optimized for viewing on the iPad as part of the iTunes sync/transfer process - the original resolution of these photos is reduced. There are 3rd party paid utilities available that provide for transferring this data in the opposite direction with an iPhone, but if successful the original resolution of these photos will be lost in the process. Photos store on your computer's hard drive should be included with your computer's backup also.

    If you do not have a back up of the crashed hard drive you can download an app to copy from the iPhone to iTunes on the new hard drive.
    I have used Pod2Mac.  There is also Pod2PC.
    There are numerous choices, some free, some payed.  Do a Google search.

    I had this issue recently, due to changing HD for an SSD.
    In my case, since the library in my iPod was synced to the HD it was not syncing to the library in the SSD, though they were the same (had the same contents).
    I found there's this checkbox in iTunes > iPod > [Settings] Music, called "Sync Music". Mine was unchecked, I guess due to iPod being synced to the old library. I marked the checkbox and clicked then in Sync. iTunes asked me if I was sure I wanted to sync the iPod with the "new" library, i clicked yes, and the it started determining the song to sync. Since the library was essentially the same (just a couple songs more in the new one), it synced the couple new songs and that was it.

    If I understand correctly your iPod will not stay on unless you have the charger plugged in even after resetting it. Normally this would indicate a hardware issue that would need a repair but to cover all the bases before that, the last troubleshooting that can be done for it would be to restore it with iTunes on a computer.

    How to restore iPod
    Verify that you have an active Internet connection, because you may need to download new versions of the iTunes and iPod Software.
    Download and install the latest version of iTunes if necessary.
    Open iTunes. Connect your iPod to your computer using the USB or FireWire cable that came with your iPod.
    After a few moments, your iPod will appear in the Source panel in iTunes.
    Select your iPod in the Source panel. You will see information about your iPod appear in the Summary tab of the main iTunes window.
    Click Restore.
    If you are using a Mac, you will be asked to enter an administrator’s name and password.
    A progress bar will appear on the computer screen, indicating that stage one of the restore process has begun. When this stage is done, iTunes will present one of two messages with instructions specific to the iPod model you are restoring.
    Disconnect iPod and connect it to iPod Power Adapter (typically applies to older iPod models).
    Leave iPod connected to computer to complete restore (typically applies newer iPod models).
    During stage two of the restore process, the iPod displays an Apple logo as well as a progress bar at the bottom of the display. It is critical that the iPod remain connected to the computer or iPod power adapter during this stage. 
    Note: The progress bar may be difficult to see, because the backlight on the iPod display may be off.
    After stage two of the restore process is complete, the iTunes Setup Assistant window will appear. It will ask you to name your iPod and choose your syncing preferences, as it did when you connected your iPod for the first time.

    Open the ipod_control folder then open the music folder. Copy each one of those folders onto your computer. You can do this by creating a new folder on your desktop and dragging the files into the folder.Open itunes and insert the new folder you created on your computer's desktop into: library ---> Music
    You can now sync your ipod to this new computer with out losing all of your music.
