    You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
    You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

    ‘iPad is disabled’ fix without resetting using iTunes
    Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
    I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
    Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
    1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
    2. Open iTunes with the iPad disconnected.
    3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
    4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
    5. Click ‘Setup as new iPad’ and then click restore.
    6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
    7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
    8. The first stage in the restore process unlocks the iPad, you are basically just cancelling out the restore process as soon as it reactivates the iPad.
    If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

    Well you can plug it into itunes and under summary tab hit RESTORE. This should fix any software issues that you may be experiencing. About gamepass, I dont know, I dont have it. Siri is not on the IPAD2. Only on the 3rd generation Ipad, so you wont have it(going by ipad2 under your name).

    Have you tried any troubleshooting?
      Restart: Press On/Off button until the Slide to Power Off slider appears, select Slide to Power Off and, after It shuts down, press the On/Off button until the Apple logo appears.
      Reset: Press the Home and On/Off buttons at the same time and hold them until the Apple logo appears (about 10-15 seconds).
      Restore: Connect your iPhone to iTunes on your computer, backup, and then select Restore to Factory

    When in doubt, reboot!  Do a full restore then resync to iTunes.

    just thought I would put my two cents worth in.
    I recently had an 89 year old friend disable her ipad and so as she had never backed it up to iTunes etc, had to do the system restore.
    This stuck on me several times and despite using the steps in:
    Read This: If you can't update or restore your iPhone, iPad, or iPod touch
    It got to a point where after the 80 odd minutes got to - Processing file please wait - well after waiting over night and still no joy and trying other pc's in case it was the PC, I resorted to ringing apple care. They were great..
    It turned out that the file had actually downloaded but hadn't extracted. So what we did was simply take the lightening cable out of the ipad and as I put it back in, instead of just holding the home key down, held the on/off switch down at the same time as well as the home key ( a bit of juggling to do all three at the same time) but then the iTunes screen changed to say extracting and from there away it went. The apple logo came up on the ipad and it restored as normal - maybe about 20 mins. Whilst we lost all previous data, it was not a big deal to get some back from the app store etc. But If I had thought or known to try that step it may have saved me about 5 hours of wasted time.
    So if this can help anyone else you then great.

    If the sleep/wake button doesn't work use the home button and if the home button doesn't work it's the other way around, however if both of them don't work charge it with your connector connected with your computer or wall socket and it will turn on. Hope this helps.

    You must use a computer. There is no way around it for you.
    You have to restore the device within iTunes. You can restore with any other computer, but you will lose everything on the iPad. You will have to download all of your purchased content again after you unlock the device.
