How to restore a backup in iCloud

I already have the IOS 5 installed and everything is set to backing up in iCloud. This has already been done on my iMac, iPad and iPhone, so all settings are correct.
All I am looking for is the correct way to begin the RESTORE procedure to start a backup. In other words, how do I get to the "Set Up iPhone" (Setup Assistant) screen so that I can choose the "Restore from iCloud Backup" option for my iPad?
I have checked many documents, but it is unclear if I need to open iTunes and, if so, so I connect the iPad with a cable to the computer or what do I do then?  I need the exact procedure to start the Restore going.

i dont think so as i'm suing same ios ver 5.1 on both iph 4 and 4s. one strange thing is when i use another iphone 4 to restore from icloud, after keyed in my apple id and pw, i can see latest back which i did on my old iphone 4. can this be ph specific problem which i dont think so?
one more question, on my new iphone 4s (after setting up as an new ph but using same apple id) when i go into icloud manage storage, i can see both this phone backup that is only about 20MB and my previous icloud backup that is about 290MB, i can only see as "delete backup" , how can i restore this ? this is what i seriously need to restore. thanks!

    Turn off your wifi, when the device comes up you have a very short window to go to settings, Wifi , turn off wifi before it will sync with iCloud; literally...you have to beat the clock.
    Either that, or reset the password to your iCloud account so your device CAN'T sync with it

    Settings > iTunes & App Stores > Apple ID: > View Apple ID > Country/Region.
    You must have a verified billing address & be located in the country whose store you are trying to use.

    Your Numbers documents were synced with iCloud so they would be stored on the server rather than being included in the backup.  If you were signed into your iCloud account on a Mac that you were backing up with Time Machine, you could restore them from your Time Machine backup.

    It appears to be fixed, he had multiple versions of iTunes installed (since he put his iTunes in a different folder) the iTunes icon launched the old iTunes, even though the new was installed. it's working now.

    To restore from an iCloud backup, go to Settings>General>Reset>Erase All Content & Settings.   This will erase the phone; then go through the setup screens and when given the option choose Restore from iCloud Backup.  Be sure to connect to your charger as this might take a while.

    If its the same server you took the backup from the backup history for the DB will be stored against it. If its a different server you will need to catalog the backup tape to read in the history/contents.
    Lets assume its the same server, with the same file locations.
    From SQL Ent Mgr - with SAP stopped.
    right click  the DB
    select restoredb
    select the set you want to restore from the history
    select the options you need (ie leave off line for addition TL restore, or bring online)
    It really is that simple - you cant go wrong (assuming you select the correct set!)

    Someone mentioned that syncing with ITunes, making sure that photos are being synced - even with an empty folder, fixed the problem.  I tried it and it didn't work for me.  Anyone got any answers that don't include losing the photos or erasing and restoring from backup again?

    So it appears iCloud/iTunes Match isn't the issue - the error message would seem to be complaining about where the music is being downloaded to. So with this in mind:
    In iTunes select Preferences and select Advanced. The iTunes media folder should be set to /Users/<your account>/Music/iTunes/iTunes Music. <your account> would be whatever your user account is. If you see something else there I'd guessing it is a folder you don't have permission to write to.
