Forgotten Restrictions Passcode Help
You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.

If you forgot and has no backup then you have to restore as new. Meaning all the data will be wipe. You can re-download the apps for free if it's still available.

If you need to restore your device or ff you cannot remember the passcode, then you will need to restore your device using the computer with which you last synced it. I am having the same issue. My son misplaced his iPod touch and we recently found it under his bed. He then came to me saying he could not remember what his password was and the screen said it was disabled and to connect it to iTunes. iTunes says it needs to be unlocked. I have tried turning it off and then holding down the home key and then plugging it in but it fails to go into restore mode. I have attempted other variations as well (Holding down both the home and sleep buttons, etc but so far nada. Just curious if anyone else has seen a problem getting it into restore mode and if they found a solution.

You will have to restore it form Recovery Mode as it states in the artcile that brought you here.
Alternatively, place the device in recovery mode and restore it to erase the device:
Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to shut down.
While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
Continue holding the Home button until you see the Connect to iTunes screen.
iTunes will alert you that it has detected a device in recovery mode. Click OK, and then restore the device.

I know the photos can still somehow be accessed because icloud showed that space was being taken up for photos straight after i had reset the device and there were no photos there on the device at the time. ‘iPad is disabled’ fix without resetting using iTunes
Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
2. Open iTunes with the iPad disconnected.
3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
5. Click ‘Setup as new iPad’ and then click restore.
6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
8. The first stage in the restore process unlocks the iPad, you are basically just canceling out the restore process as soon as it reactivates the iPad.
If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

1. Turn off iPad
2. Turn on computer and launch iTune (make sure you have the latest version of iTune)

5. Release Home button.
ON COMPUTER
6. iTune has detected iPad in recovery mode. You must restore this iPad before it can be used with iTune.

I forgot my password to my iPad and it said to connect to iTunes so I did. I went on Apple support to try and find a way to restore my iPad. The options given were to either sign into iCloud of Find my iPhone and restore it, but it wouldn't work because I didn't download the Find my iPhone app and I wasn't signed into iCloud. My other option was to connect to iTunes and restore it so I tried many times but it keeps saying that the apple software cannot be connected. I used Apple support once again to see if i can sort out the problem but nothing seems to work. Is there anything else that I can do to restore it??

Try this:

You have to restore the device within iTunes. You want to use the same computer that you always sync with so that you can restore your app data and settings. You can restore with any other computer, but you will lose everything on the iPad.
