You will not be able to see what version you are running until the iPad is activated. It will be in Settings>General>About >Version when you can get to the settings app.
The slider bar that you are describing sounds like the screen lock side switch and that has no bearing on setting up the iPad or connecting to WiFi.
Why don't you try rebooting your router? Unplug it for about 30 seconds and then plug it in again and see if the iPad will recognize and join the network.

My I Phone4s will not stay connected to my home wifi we have 4 other Apple products in house so not a router issue.. Itwill not save all the settings IP address , router, DNS etc and will not allow you to write in manually only the search domains, and DNS only..... any ideas

Some Wi-Fi losses may stem from a problematic interaction between Wi-Fi and cellular data connections. Numerous users have found that turning off Cellular Data in Settings gets their Wi-Fi working again.
You may have many apps open which can possibly cause the slowdown and possibly the loss of wifi. In iOS 4-6 double tap your Home button & at the bottom of the screen you will see the icons of all open apps. Close those you are not using by pressing on an icon until all icons wiggle - then tap the minus sign. For iOS 7 users, there’s an easy way to see which apps are open in order to close them. By double-tapping the home button on your iPhone or iPad, the new multitasking feature in iOS 7 shows full page previews of all your open apps. Simply scroll horizontally to see all your apps, and close the apps with a simple flick towards the top of the screen.

A wireless card won't help. For set up, you need to connect to a wireless router, or via cable to a computer running itunes.

My old iPad is updated to the latest available iOS yet the new iPad is not allowing me to choose the latest backup (just done this morning) as is says iOS 8.1.1 is required. Any suggestion? Hi if your other ipad is an old one the backup may not be compatible, so just set up and use the same Apple id & password You should get your Apps & data back but Apps will need updating Do setup over your Wifi. Cheers Brian

it doesn't find my network. When I type it in and give the password, it says unable to scan networks. I know my network name and password, but the iPad doesn't seem to find it. It doesn't even offer me "settings" yet.

You cant get into the settings until the iPad is activated so that's not an option. You can't do anything until it is activated.
Try rebooting your router. Unplug it for 30 seconds and then plug it back in again. If that doesn't work, activate using iTunes on your computer. Restart the iPad first, then plug it into your computer with the cable and iTunes should startup and take you through the activation process.
If you don't have a computer, you will have to take your iPad to another WiFi network and try there or take it to an Apple Store and they will activate it for you.
