That's because you did not enter your screen name and password for the outgoing (SMTP) mail server on the phone. Or if you did they got erased. Go to Settings for the account and enter them.

I had this problem with my iPad. You need to set your outgoing mail server to match your data provider rather than your email ISP. For example, my data provider for the iPad is Telstra and their mail server is mail.bigpond.com but my email account is through my home ISP Bordernet so when I had my outgoing SMTP as mail.bordernet.com.au all my outgoing emails would give me the same error until I changed the settings on my iPad so that the outgoing SMTP server i mail.bigpond.com. Go into Settings>Mail, Contacts, Calendars>your account>Outgoing mail ServerSMTP>Primary Server then turn Server ON and fill in both User Name +Password under Outgoing Mail Server.

Your email provider has blocked the standard mail port 25 for sending emails and is requiring a different port. This is to avoid mail relays that use mail clients to send spam. You need to find the port that is used by your provider for sending outgoing mail. Then change the settings in your email account on your phone to match the port. You will also have to provide some security credentials for the account.
You can also try deleting the email account from your iphone, and the adding the email account back as this will many times set the correct port for sending emails.
You could also do a Google search on the the settings for your device with your email provider. That will provide you with the proper settings.

Try this. Sometimes this is all that you need to do to fix that issue. Check the outgoing mail server setting. Make sure that your username and password are in there.
Settings>Mail, Contacts, Calendars>Your email account>Account>Outgoing mail server - tap the server name next to SMTP and check in the primary server and make sure your username and password are entered and correct - even if it says that the password is optional.
