Nope. All apple devices come precharged.  It may not have 100% battery but it should still be pretty much charged. You should be able to turn it on and start setting it up.  You can even set it up while its charging if you wanted to.

    If you are using the Apple supplied charger, you will simply need  a plug adapter for the local power system.

    The wall charger which comes with the ipad is a 10 watt charger, it's current is 2A, voltage is 5v. 2x5=10 w.
    2.1Ax5v = 10.5w.

    well try to place it in recovery mode, WARNING placing the ipad in recovery mode, will ask you to connect to itunes, and you will need itunes to restore ipad, which will erase all content.
    Now follow the same steps as before, but you need to make sure it is plugged in to a outlet with power or a pc that is on, hold the sleep/wake button first, and then the hold the home button, keep holding them down until you get a itunes logo with with usb cord trying to connect to it.
    make sure itunes is up to date.
    after that you will have to use itunes to restore it.
    itunes will tell you the ipad is in recovery mode and needs to be restored, press ok, then restore ipad.
    there is not another step to take.
    if you are unable to place the ipad in recovery mode, then yes visit a apple retail store, make sure you set up an apt. you can also call in for the issue, but if you do not have apple care plus, or apple care, then you will have to pay $19.00 for them to troubleshoot.

    If you can't remember the passcode then you won't be able to back it up.
    You may need to put the iPad into recovery mode : http://support.apple.com/kb/ht1808 - you should then be able to reset the iPad via your computer's iTunes and restore to your last backup or resync your content to it.

    Yes, the update takes quite a bit of time (> 1 hr for my iPad2) and will not initiate unless you have enough juice in your battery or are plugged in.
