Most likely it's a hardware failure if it's both WiFi and BlueTooth. There are some strange suggestions to try; if these don't work take it to an Apple store for exchange. If it's out of warranty it will cost $199.
Turn off Cellular Data, reboot the phone. try to turn on WiFi.
Put it in a ziplock bag with the air squeezed out, then in a freezer for 15 minutes (yes, this is not a joke).
The opposite: Heat it with a hair dryer for a couple of minutes.
All of these have worked for someone, but not for most.

Sometimes you can get lucky here with an SMC reset or a PRAM Zap.

If those solutions don't work your iPhone 4s has developed a hardware problem. The permanent solution is to get it replaced.
You can search the internet for heating and freezing solutions that might work (at least for a while).

Close All Open Apps... Sign Out of your Account... Perform a Reset... Try again...
Reset ( No Data will be Lost )
Press and Hold the Sleep/Wake Button and the Home Button at the Same Time...
Wait for the Apple logo to Appear...
Usually takes about 15 - 20 Seconds... ( But can take Longer...)
Release the Buttons.

took it to my carrier and the tech guy said that he has seen a couple of cases already after the 6.1, 6.1.1, and 6.1.2 updates. There is no fix on the software side since Apple does not acknowledge the issue at all (they make you think you are the moron and not them). The carrier's only recommendation to solve the issue is to buy a new phone! w.t.f....thanks Apple. Now I have to buy a new phone to get the WiFi function back???? just called Apple and since I am over the warranty period by 39 days I am s.o.l. On the bright side, the 6.1.2 did solve my battery drain problem.

Until you get the temperature warning then power your device down and leave it somewhere cool to cool down for at least 15 minutes then power up your device again and it should connect up to a network.

What I would recommend is to try turning your phone on and off. Then try reset (holding the home button and the power button at the same time for about 10 seconds or until the device reboots) Can you use the control center (swiping up from the very bottom of your phone screen) to tap wifi emblem to turn wifi on and off?
If this fails, you may be looking at trying reset network settings located in settings<general<reset. Choose reset network settings.
If this fails, I would recommend a restore through iTunes on your computer, and be sure to set up as new, not restore from a back up, at first to test the wifi issue. If it fixes it, then I would try and restore from your latest back up in iTunes or iCloud.

I advise sending the phone to a Nokia Care Centre or to the retailer where you have acquired the phone for further device evaluation. Since you have mentioned that you have rooted the device, the warranty may get marked invalid by the Care Point.
