How do I authorize a new computer so that I can transfer my downloads?

In iTunes you use the Authorize This Computer or De-authorize This Computer option under the Store menu in iTunes' menubar. For Windows use the ALT-S keys to access it. Or turn on Windows 7 and 8 iTunes menus: iTunes- Turning on iTunes menus in Windows 8 and 7.

You can de-authorize individual computers, but only by using those computers. The only other option is to "de-authorize all" from your iTunes account.
  1. Open iTunes on a computer
  2. From the Store menu, select "View my Account..."
  3. Sign in with your Apple ID and password.
  4. Under "Computer Authorizations" select "De-authorize All".
  5. Authorize each computer you still have, as you may require.
You may only do this once per year.
After you "de-authorize all" your authorized computers, re-authorize each one as required.
If you have de-authorized all computers and need to do it again, but your year has not elapsed, then contact: Apple - Support - iTunes - Contact Us.

    you’ll need to make a backup of your MacBook Pro, erase its internal disk, and reïnstall from scratch to associate your MacBook Pro with a new Apple ID.

    If by any chance you don't see the menu bar containing File, Edit, View, etc, first enable it by using CTRL+B.

    There's a couple of ways to get through to the authorisation controls in the 11.0.x versions.
    The control is still in the Store menu, but first (if you're using iTunes versions 11.0.x) you might need to bring up the menu bar to see the Store menu.

    Sometimes ADE gets its registration/activation confused and in a semi-authorized state.
    Uninstalling and reinstalling does not help.
    Unfortunately, it often then gives misleading error messages about what is wrong.
    A common incorrect message informs you that the ID is already in use on another computer and cannot be reused.
    This can often be resolved by completely removing any authorization using ctrl-shift-D to the Library screen on ADE (cmd-shift-D if on Mac).
    Restart ADE, and then reauthorize with your (old) Adobe ID.
    In extreme cases on the mac, the following extra step has helped some people.  Navigate to /Users//Library/Application Support/Adobe/Digital Editions and drag the activation.dat file to the trash.     There are lots of bugs in ADE2.0.  Try replacing ADE2.0 with the older but more reliable v1.7.2.
    (You can have them both installed at once if you like.)
    Version 1.7.2, it is a little difficult to find, available on Adobe site for Windows and for Mac.

    new computer is an HP m7590n running Windows XP Media Center 2005.

    There were two icons. One was version 4 the other was version 6. When I used Version 6, it worked.

    Apple allows you a deauthorize all option once every 12 months.

    Deauthorize all computers
    After you authorize two computers, you'll have the option to deauthorize all computers for your Apple ID. You can deauthorize all computers once a year.
    Just like deauthorizing a single computer, you won’t delete anything if you choose to deauthorize all computers. You just won’t be able to play content that you bought from iTunes on those computers. After you deauthorize all, you can easily authorize computers again one by one. Just follow the steps to authorize a Mac or PC.
    Here's when you should deauthorize all your computers:
    If a computer doesn't work anymore
    If you don't have one of your computers
    If you used 5 authorizations and want to authorize a new computer
    To deauthorize all your computers, follow these steps using one of your authorized computers:
    1.Click to open your account in iTunes (you may need to sign in with your Apple ID), or follow these steps:
         a. Open iTunes and click iTunes Store.
         b. Click Sign In and enter your Apple ID.
         b. Click your Apple ID and select Account.
    2. Click Deauthorize All.
    The Deauthorize All button appears only if you have more than two authorized computers.
