Your post's title says credit card, but in your post you say debit card - which one is is ? If it's a debit card then I don't think that they are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined
If it's a credit card then is it registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, it was issued by a bank in your country and you are currently in that country ? If it is then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes support and see if they know why it's being declined : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management.
For the $60, each time that you try to add or change your card details (how many times did you try to add the card ?) a small temporary store holding charge may be applied to check that the card details are correct and valid and that it's registered to exactly the same name and address as on your iTunes account - it should disappear off your account within a few days or so.

How much is the cost of what you wish to buy? The credit is used first and credit card info wouldbe requested for any outstanding balance. The US store prices do not reflect the local sales taxes that are added in the final steps of the purchase transaction.

every time i save my credit card info in my account on ITunes, it shows as saved and as soon as I go to buy something, it says I have no credit card on file and starts over again.
I don't mind having my card info on there but now I can't download anything and it's frustrating. All it ask for is the card security number and when I put it in it says it's invalid. So now while I'm trying to delete it, it just won't let me. The visa part stays checked all the time and I can't unmarked it. I tried to just erase the card number and security code and stuff but it says I have to have it filled in. Do you know how I can check to see if it says I owe money?

It's a network issue, not an account balance issue. Troubleshoot your network or just restart your iPod and/or router, try connecting to the Store a bit later, or try the download in iTunes on your computer and then sync the purchase to your device.

You'll need to contact your bank and have them check your account. Only your bank can explain why this is happening.

In the last four months i have attempted to update my billing info, it says my billing information does not match despite verifying it several times with the bank. I walked into an Apple store hoping they would be able to magically fix it, but they were unsuccessful at it as well. I was asked to call into and speak to someone in support but they just ended up sending me to a website so that i would have to explain my situation again. I need help fixing this please!

I am trying to set up my new Iphone 4 and download apps. I made an Apple Id which is all good. But when I try and enter in my credit card info it keeps asking for my Zip code and state. I live in Canada not US. I changed the phone to Canadian but it still keeps asking for it and won't let me put in my right information which in turn won't let me download any apps. Can anyone help?
Postal & Zip codes are same. Just enter postal code without space. It will accept.

Unable to Change Credit Card Info After Several Attempts Online, Phone, and Chat
To whom it may concern,
I have repeatedly tried to change my credit card info for billing purposes.
After several attempts, and phone calls telling me that it would take several weeks, it is still unchanged.
This is such a simple task, yet so impossible with your company. It shouldn't take this long.
The phone support staff are so scripted and unable to implement only the most basic tasks and simply repeat what i can look up myself online.
The Chat process is so painfully slow and difficult it is quite useless.
You would think a software company would be able to accomplish such a common task with no problem.
EXTREMELY disappointed in Adobe Customer Service options.
For the 5th time, who can I contact that can tell me how and when this will be changed?
Good grief.What is even more frustrating to the absolutely useless chat function, is that when you talk to phone support they either give you a link to a page of how to update your credit card info or simply read that to you and guide you through something you can do yourself.
