Is there a way to delete files locally, on iPad, after they have been backed up in iCloud, without losing any files? Because iCloud is seeming like it actually doesn't back up anything.. Just clogs up all storage space on every device with duplicate images/videos. I am looking for a delete when backed up feature. Does that exist?

You and Murray have both alluded to a separate "testing"
server. Perhaps I can make this system work by setting up the
testing server as a duplicate of the development server in my site
manager. Then I would have to manually publish the files from the
testing server to the live production server myself. What a pain!!!
I can not believe that I am the only person in the world that has a
setup like this -- it seems very common to me. I would assume most
government organizations are set up identically as us.

    Just for clarity, I am not referring to the iPhotos library. I am referring to the newly created Photos library. Since I plan not to use iPhoto and Aperture anymore, I am moving the iPhotos old library to an external HD. My question is whether I can delete the newly created Photos library from my hard drive since I'm paying for online storage and have successfully imported 75 GB of photos to iCloud.

    It depends on what you mean by "backed to your Mac." If you have just done a backup of the phone to the Mac via iTunes, then you should NOT delete them from your phone since the only way you would be able to access the photos would be by doing a complete restore of the backup to the phone and that would wipe out anything more current on the phone.
    If you copied the photos to your Mac via a USB cord as described in Import photos and videos from your iPhone, iPad, or iPod touch to your Mac or Windows PC - Apple Support then you can safely delete the photos from the phone. Note that you should be sure to have a good backup plan in place for your Mac so that if something were to happen to it you wouldn't lose the photos.
    If the photos were sent to iPhoto via Photo Stream you can delete them from the phone if you are certain that the photos have been copied from the Shared - iCloud section of iPhoto into the Library - Events section of iPhoto. That can be done manually or you can open iPhoto and go to the menu named iPhoto > Preferences > iCloud > and insure that there is a checkmark in front of Automatic Import.

    To begin, quit Lightroom
    On Windows do the following
    Click the Windows start button and in the search box type:-
    %appdata%\adobe\lightroom
    Then press the Return\Enter key
    That will take you to the Lightroom folder (see image below)
    Select the Preferences folder and hit delete to send it to the recycle bin.
    Close the Lightroom folder and re-start the Lightroom program.

    Migration Assistant (Finder > Applications > Utilities > Migration Assistant) is the tool that you would use to restore backups from older Macs to another Mac.

    I have an iPhone 5s and have synced photos in iTunes to import my photos, and then deleted a few hundred pics.
    Currently, my phone shows that I have 116 pictures, and 0 video - but when check usage, it shows 15.9GB still being used by photos.
    I have connected the phone to my computer and in iTunes done a backup, and a restore iPhone.  This did not correct the issue.
    Anyone have any ideas on this?

    Don't use iCloud to back up your photos or you will lose them.  Instead, import your camera roll photos and videos to your computer as explained here: http://support.apple.com/kb/HT4083.  You can then delete them from your iPad if you wish to free up space.

    The real question is how this happened - iPhoto is very good about avoiding duplicates and since you have a very large number it must be the result of a user error
    Why do you think you have 10,000 duplicates? How many photos total do you have?  Just making a guess I suyspect that sometime you moved to a new system and imported your old library into the new library - Hint - NEVER import an iPhoto library into another Photo library - it does not work and creates a massive mess.  If you  did import an iPhoto library into your current library the best solution (assuming teh old library is still available) is to drag the bad library to the desktop (if you have space to continue it is best to delete it later after everything is done and tested) and Connect the two Macs together (network, firewire target mode, etc)  or use an external hard drive formatted Mac OS extended (journaled) and drag the iPhoto library intact as a single entity from the old Mac to the pictures folder of the new Mac - launch iPhoto on the new mac and it will open the library and convert it as needed and you will be ready move forward.
    Even if you eliminate "duplicates" - in the suggested case they are not duplicates but different versions and at best you lose all edits and non-destructive editig done and are starting with original photos - not really good

    Try and force your iPad into Recovery Mode to remove passcode.
    1. Turn off iPad
    2. Connect USB cable to computer; leave the other end alone
    3. Press and hold the Home button down and connect the docking end of cable to iPad
    4. Continue holding the Home button until you see the "Connect To iTune" screen
    5. Release the Home button
    6. Open iTune (make sure you have the newest version of iTune)
    7. You should see "iTunes has detected an iPad in recovery mode"
    8. Use iTune to restore iPad
    Note: You need to be patient and repeat the above many times to recover your iPad. Data will be lost if you do not have backup.

    You can import your photos and videos in the Camera Roll on your iPad to your work computer using you usb cable, then delete them from your iPad by following the directions here: http://support.apple.com/kb/HT4083.  If you also have photo stream photos that are not in your camera roll that you want to save, save them to your camera roll so they can be imported too.  To do this, open your My Photo Stream album, tap Edit, tap the photos, tap Share, tap Save to Camera Roll.  After importing them you can delete them from your iPad if you want by tapping Edit again, tapping the photos, then tapping Delete.
    Once they are on your work computer, you can transfer them to a USB memory stick if you cannot leave them there.
    Any photos on your iPad that were synced from your computer can be salvaged by using an app like PhotoSync to transfer them to your work computer over wifi.  (They can't be saved to the camera roll and imported with your usb cable like photos in the camera roll.)  Deleting these photos from your iPad will require using iTunes.  Once you have your own computer again and can install iTunes, you can delete these remaining photos by creating an empty folder on your computer, then selecting this folder to sync to your iPad on the Photos tab of your iTunes sync settings and syncing.

    When I switch from PC to Mac I was reluctant to let iphoto manage my photos. After becoming a HUGE fan of the mac (iphone etc!) I decided I was ready to let go of that power I thought I needed! I read that I could check to have the photos copied to the library when they're imported, but now I'd like to do that for those already imported. I tried creating a new library and reimporting, but my keywords were from an older library I had for some reason. I must have written the keywords to the pictures back then, but not in my most recent library? Anyway, could I now convert to the way I should have imported in the 1st place?

    You seem to have some problems with repeating keys - especially with the ‘?’ and ‘!’. You may need to get that looked at.
    I downloaded the manager, held down Option and Command while launching iPhoto and then checked all.
    Holding the Option and Command keys when launching iPhoto invokes +iPhoto’s own rebuild command+ so you haven’t actually used iPhoto Library Manager.
    8. I did use a program called Name Mangler in the past to rename groups of pictures. iPhoto had been fine. This was before I replaced the shortcuts with the real files. I'm not sure if this was one of those I had renamed. Could a file be internally store differently than what we see in Finder?
    If you renamed the files, then iPhoto lost track of them. Why? Because the alias in the Library lost the original file it pointed to - because you renamed it. The when you tried to use AliasHerder it couldn’t resolve the alias to replace it with the actual file.
    I made a new library and tried the manual rebuild instructions I found online but ended up in same boat as when I imported all from scratch...wrong keywords!
    I’m not sure what you did here but if you did a manual rebuild you would end up with +no keywords+.
    Because of this issue with renaming the files I think you need to start over again with a new Library:
    To create and populate a new library:
    Note this will give you a working library with the same pictures as before, however, you will lose your albums, keywords, modified versions, books, calendars, faces, places etc.
    In the iPhoto Preferences -> Events Uncheck the box at 'Imported Items from the Finder'
    Move the iPhoto Library to the desktop
    Launch iPhoto. It will ask if you wish to create a new Library. Say Yes.
    Go into the iPhoto Library (Right Click -> Show Package Contents) on your desktop and find the Originals folder. From the Originals folder drag the individual Event Folders to the iPhoto Window and it will recreate them in the new library. As you import +Make sure that you do not import any alias files+.
    Then go back to where ever you stored the files before and find those re-named files and import those.
    When you're sure all is well you can delete the iPhoto Library on your desktop.
