As for data backup if you baid 200.00 for a cruddy job for just picture backups and a reinstallation of Windows, thats pretty bad.

So lately I decided I was tired of Tiger, and decided I would upgrade to Leopard. Well I made the mistake of erasing the hard drive before I made sure it would work. Well now like the installer was before it failed. And now when I boot I get the normal finder/question mark flashing folder. I also found a power Mac g4 that needs a new operating system. It's running 9.2. It's going to my grandma as a gift. I really need help.
I think you'll need to find a Retail 10.5 Disc.

Trouble is Apple no longer sells it, check eBay & such for the Retail version, not the Gray Discs...

If the tech didn't erase the Mac as I stated above, he hasn't properly prepared your Mac for a second hand owner. Nothing less that erasing the HDD and returning the Mac to the shipping version of OS X so you may set up the Mac as a new Mac will suffice. All Macs since the introduction of OS X lion have shipped with iLife apps from the Mac App Store installed for free. Prior to Lion, they shipped with the boxed version of the apps.

Close your iTunes,
Go to command Prompt -
(Win 7/Vista) - START/ALL PROGRAMS/ACCESSORIES, right mouse click "Command Prompt", choose "Run as Administrator".
(Win XP SP2 & above) - START/ALL PROGRAMS/ACCESSORIES/Command Prompt
In the "Command Prompt" screen, type in
netsh winsock reset
Hit "ENTER" key
Restart your computer.
If you do get a prompt after restart windows to remap LSP, just click NO.
Now launch your iTunes and see if it is working now.
If you are still having these type of problems after trying the winsock reset, refer to this article to identify which software in your system is inserting LSP:

Just to be clear: Tap on the Photos app to start the app. Then tap on Albums at the bottom of the screen. You might have several albums but only one is named "Camera Roll." Are there photos in that album?
If there are NO photos in the Camera Roll album there are no pictures to import. The remaining albums might have come from a sync with your computer or they might be your PhotoStream.
If there ARE photos in the Camera Roll album, connect your iPhone to your computer and start your camera application on the computer. Your phone should be recognized as a camera. -

This has occurred ever since the iOS 5.1 update and the iTunes 10.6.0 and still continues with the iTunes 10.6.1 update just yesterday and perhaps even worse now. PLEASE HELP IF YOU CAN.
